| The integration of industry and education is an effective way to optimize the structure of talent training and promote the transformation of scientific and technological achievements.It is also a strategic measure to promote industrial transformation and upgrading and high-quality economic development.In December 2017,Opinions on Deepening the Integration of Industry and Education(No.95,2017)proposed“school-enterprise cooperation to educate people through cooperation”.However,the cooperation between schools and enterprises is still difficult to change the awkward situation of "school hot and enterprise cold",talent training and industrial demand "two skin" problems still exist,the overall development effect of the integration of industry and education is not as expected,in order to break the long-term stagnation situation,it must be led by the government,the cooperation between schools and enterprises.The government should conduct overall planning,orderly organization,supervision and guarantee,and effective supply of public services,so as to promote the in-depth development of the integration of industry and education.This research is based on public goods theory and government function theory.By means of literature research,the paper summarizes the measures of local governments at all levels in the integration of industry and education in Fujian Province and the current situation of the integration of industry and education in secondary vocational colleges.Conduct in-depth face-to-face interviews with all parties involved in the integration of industry and education,analyze and refine the interview contents,and record and sort out the effects and problems of the government’s role in the integration of industry and education in secondary vocational education in Fujian Province by combining relevant data and materials.This paper analyzes the Fujian provincial government’s promotion of the integration of industry and education in secondary vocational education from the aspects of policy support,fund input,construction of pilot cities,construction of vocational education parks and modern apprenticeship.From the perspective of the policy itself,the implementation of target groups and the behavior of policy subjects,problems such as insufficient special funds for the integration of industry and education,difficult implementation of student internship management regulations,low willingness of enterprises to participate,difficult monitoring of the implementation of supervision projects,and lack of establishment of the information platform for the integration of industry and education are put forward.Using the theory of government functions,this paper analyzes the causes of the problems,and sorts out four reasons:vague responsibilities of government departments,insufficient refinement of policy documents,lack of supervision and evaluation mechanism,and unfulfilled role of public services.At the same time,optimization countermeasures and suggestions are given from the aspects of deepening overall planning and coordination,strengthening organizational guidance,establishing supervision and evaluation mechanism of integration of industry and education,and strengthening public service functions. |
