Research On Promoting The Integration Of Production And Education In Vocational Colleges By Local Governments

In recent years,the transformation and upgrading of China’s economic structure and the continuous development of various industries have brought new opportunities and challenges to the development of higher vocational education.In order to make higher vocational education better adapt to the development of local economy,the government and higher vocational colleges are actively seeking new ways to promote higher vocational education.Higher vocational education and economic industry are two different fields in economy and society.The government plays an important role in how to solve the problem of integrating higher vocational colleges and economic development.This paper took Neijiang City,Sichuan Province as an example,and adopted literature research,interview investigation and other methods to explore the problems in the local government’s efforts to promote the integration of production and education in higher vocational colleges The research data were obtained through consulting a large number of literature materials,field visits and interviews with 40 relevant personnel from vocational colleges,enterprises and government departments.With comprehensive application of scientific theories,methods and technical means,this paper analyzed the five problems of local governments in promoting the integration of production and education in higher vocational colleges.Firstly,there was a gap between the quality of students in higher vocational colleges and the requirements for production and education integration.Secondly,the long-term mechanism of education and industry integration was not running smoothly;Thirdly,there was a shortage of funds in the integration of industry and education.Fourthly,there was a lack of a sound service system for integration of production and education.Fifthly,the process of integration of production and education lacked objective evaluation feedback and supervision.In view of the causes of the problems,this paper further put forward countermeasures and suggestions for local governments to promote the integration of industry and education in higher vocational colleges.First of all,a clear orientation should be established to support school-enterprise cooperation and a good environment should be created for public opinion in the integration of industry and education;Secondly,the construction of legal system should be accelerated to provide guarantee for the long-term operation of the integration of production and education;Thirdly,multiple fund-raising channels should be established to provide financial guarantee for the integration of industry and education;Fourthly,various resources should be integrated to establish and perfect the market-oriented social service platform;Fifthly,the scientific evaluation mechanism,standardized production and education integration behavior should be developed.Comprehensive use of scientific theories,methods and technical means are needed to solve the practical problems of local government’s role in promoting the integration of production and education in higher vocational colleges.It is of guiding significance to transform government functions andoptimize local higher vocational education and industry resources allocation,to closely combine regional industrial reform with local economic changes and upgrading,to establish industry-education integration service platform,and to make joint efforts of various parties to cultivate new talents to adapt to social development and market demand.
