| Domestic economy is in a critical period of transformation and upgrading,and the technical and skillful talent are the key supporting force.In this background,vocational education,the main training channel for technical and skillful talent,whose quality of talent training is particularly significant.Since the 20 th National Congress,there are important national strategies in China,including actively promoting the integration of production and education in vocational education,accelerating the improvement of quality and excellence of vocational education and the integration of production and education.The integration of production and education is the best way to improve the quality of vocational education.In recent years,Yibin City,located in southwest Sichuan province has established itself as one of the first pilot cities.A series of policies has been issued for the integration of industries and education,aiming to explore the road for the integration of industries,universities and researches suitable for the development of this city.As the foundation and starting point of vocational education,secondary vocational education is the basis of the implementation of the integration of industries and education in this city.This study took the implementation status of the integration of production and education on vocational education in Yibin City as the research object,and learned about the implementation of the industry-education integration policies at the grassroots from teachers,students and representatives of enterprises participating in school-enterprise cooperation through questionnaire and interviews.At the same time,we will learn more about the goals,leading organizations and implemented mechanisms of the Yibin City’s industry-education integration policies through interviews,data collection and so on.This paper firstly summarizes the research status at home and abroad.The essay elaborates on the concepts of secondary vocational education,integration of industries and education,as well as public policies through questionnaire surveys and field visits,to analyze the current situation of the implementation of industry-education integration policies for vocational education in Yibin City.Problems have been found such as unmatched the professional structure of vocational education and the industrial structure of Yibin City,not high the enthusiasm of enterprises to participate,single the form of school-enterprise cooperation,not deep enough of industry-education integration.At the same time,there were great differences in the implementation of industry-education integration policies in different vocational schools and different majors.Based on the theory of holistic government governance and the Meter-Horn policy implementation theory,this paper analyzes the status quo of the integration policy of industry and education in vocational education in Yibin City by virtue of questionnaires survey and field visits.Problems have been found such as unclear objectives of the policies,weakened function of the implementation organization,insufficient communication and coordination mechanism,imperfect supporting policies,and the loose value of the main body of the policy implementation.Finally,based on the theory of holistic government governance and Mitter-Horn policy implementation model,suggestions are put forward to underline the localization of policy objectives and tasks,to perfect the cominication and coordination mechanism,to broaden the support of policy resources and to create a sound policy environment.It provides some reference for the implementation of the policy of integration of industries and education in Yibin vocational education. |
