| Employment is the foundation of people’s livelihood,ranking first in "six stability and six guarantees".Therefore,the central,provincial,municipal and district governments have made clear instructions on employment during the 14 th Five-Year Plan period.The employment and entrepreneurship subsidy policy is one of the important means to encourage entrepreneurship and promote employment.It provides important support for coping with the severe situation of the current epidemic and the pressure of domestic and international competition.It is an inevitable requirement for economic stability and progress.In order to better alleviate the economic pressure and competitive pressure of enterprises and individuals in the process of employment and entrepreneurship,the central,provincial and municipal governments have formulated and issued a series of employment and entrepreneurship subsidy policies,such as subsidies for independent entrepreneurship,subsidies for lease of entrepreneurship sites,flexible employment social security subsidies for people with employment difficulties,and entrepreneurship guarantee loans,in full combination with the actual situation Preferential preferential policies and other ways to promote the continuous development of employment and entrepreneurship work and ensure the smooth operation of an active society.The effectiveness of policy implementation depends not only on the scientificity and rationality of the policy formulation itself,but also on the efficiency and quality of the policy implementation agencies and policy implementers,as well as on the understanding and support of the target object for the policy and the impact of environmental factors on the policy implementation.This paper uses the new public service theory,the public policy implementation process model(Smith’s implementation process model)and other theories,through the literature research method,questionnaire survey,in-depth interview method,statistical analysis method and other analysis methods,taking Nan Ming District of Guiyang City as the research scope,to understand the problems in the implementation of employment and entrepreneurship policy,the causes of the problems and put forward targeted suggestions.This paper mainly includes six parts: The first part is introduction;The second part is the definition of relevant concepts and theoretical basis;The third part is the current situation and effectiveness of the employment and entrepreneurship subsidy policy in Nan Ming District,Guiyang City;The fourth part analyzes the problems and causes of the implementation of the employment and entrepreneurship subsidy policy in Nan Ming District,Guiyang City;The fifth part is the opinions and suggestions on the implementation of the employment and entrepreneurship subsidy policy in Nan Ming District: refine and improve the policy,and clarify the subsidy application requirements;Balance the allocation of resources and improve the quality of policy implementation;Improve the comprehensive quality of policy executors;Strengthen communication between policy executors;Dynamically update the employment and entrepreneurship subsidy policy;Actively change the employment and entrepreneurship awareness of service objects;Optimize the social environment and improve the execution vitality;Optimize the economic environment and stimulate the vitality of the organization.The sixth part is the conclusion. |
