| The importance of employment and entrepreneurship in rural areas is crucial to the improvement of the quality of employment and the realization of a better life of our labor force.However,due to the long-term urban-rural dichotomy,the fragmentation of China’s rural employment and entrepreneurship service system is obvious and seriously hinders the optimization of China’s rural employment and entrepreneurship service system and the equalization of urban and rural public services.Based on the holistic governance theory,this paper focuses on the relevant target requirements of the national implementation of rural employment and entrepreneurship promotion action in the context of rural revitalization,focuses on the dilemma of fragmentation of rural public employment and entrepreneurship services,and adopts literature research method and comparative research method to study the manifestation of fragmentation in China’s rural employment and entrepreneurship service system,the reasons for the emergence of fragmentation and the countermeasures to crack it.From the study,we conclude that the current fragmentation of rural employment and entrepreneurship services in China is manifested in four specific aspects: fragmentation of service values,fragmentation of service objectives and processes,fragmentation of service subjects and contents,fragmentation of service resources,and fragmentation of service technologies.The reason for this is that in practice,there is insufficient coordination within the organization,specifically including the lack of pragmatic cooperation culture within the organization,information silos and information gaps within the organization and the dilemma of shortage of high-quality talents at the grassroots level;difficulties in integration outside the organization,specifically including the drawbacks of section bureaucracy in the vertical governance hierarchy,the drawbacks of compartmentalization in the administrative system in the horizontal governance,the information and resource flow obstruction in deeper governance,and the important trust deficit problem in the three major integration;the deficiency of incentive assessment mechanism in the upper level of the organization and the structural obstacle of the supply side of the organization downward service.By summarizing theoretical and practical experiences at home and abroad,this paper proposes strategies to break the dilemma of fragmentation of rural employment and entrepreneurship services in China,namely,promoting internal organizational coordination by establishing the concept of symbiotic coexistence,building an information platform and optimizing the internal construction of service organizations;strengthening external organizational integration by strengthening the interaction between institutional collective action and coercive mechanisms and establishing and improving trust mechanisms;strengthening external organizational integration by optimizing performance evaluation The top-level design of the organization is optimized through the optimization of performance evaluation mechanism,government accountability mechanism and the construction of a comprehensive incentive system;the service supply mode is optimized through the promotion of a balance between supply and demand and the construction of a participation model for multiple subjects. |
