Implementing the policy of attracting talents and talents is an important measure for local governments to attract foreign talents and promote local development.How to improve the design of relevant policy content and improve the efficiency of policy implementation is the key to ensure the effectiveness of the policy.Therefore,for the local government,it is necessary to attach importance to the perspective of policy process and explore the optimal implementation path of local talent policy,such as attracting talents,so as to better promote the high-quality development of regional social economy.This thesis takes the policy of "Golden Phoenix Plan" to attract talents and talents implemented by Zhenjiang City in recent years as the research object.By elaborating related concepts and basic theories,this thesis analyzes the background,development process,content system and implementation of the policy of "Golden Phoenix Plan".On this basis,questionnaire survey is used to investigate and analyze the implementation effect of "Golden Phoenix Plan" policy.From the perspective of policy process,this thesis discusses the problems existing in the process of policy from formulation,implementation to evaluation,and analyzes the corresponding causes.It further compares the experience and practice of the policy of attracting talents and wisdom in Shanghai,Shenzhen,Chongqing and other places,and finally puts forward the countermeasures to optimize the implementation of the policy of attracting talents and wisdom in Zhenjiang "Golden Phoenix Plan".Main research conclusions:(1)"Golden Phoenix Plan" is a policy of attracting talents and wisdom formulated by the two level governments of Zhenjiang city in order to attract leading and basic talents of various industries to the development of the town.The main policy content is to provide a variety of financial awards and subsidies for innovation and entrepreneurship and support services for housing and property.The implementation of the policy of "Golden Phoenix" has played a positive role in promoting the scale and level of talent gathering in this region.(2)In the current implementation of the "Golden Phoenix Plan" policy to attract talents,various problems have been exposed,such as policy orientation deviation,lack of content attraction,lower quality of policy effect than expected,insufficient improvement of policy implementation,etc.,the causes of which involve some defects in multiple links,such as policy design,policy implementation and policy evaluation;(3)From the perspective of the whole policy process,we should explore the optimization countermeasures of Zhenjiang "Golden Phoenix Plan" policy to attract talents and wisdom.At the level of policy design,it is necessary to establish the talent classification evaluation and incentive system,improve the service system for the life and development of young talents,so as to enhance the policy attraction.At the level of policy implementation,it is necessary to strengthen policy publicity,improve the quality and ability of policy implementation personnel,strengthen the process supervision and multi-department cooperation mechanism of talent recruitment,so as to ensure the effective promotion of policies.In terms of policy evaluation,it is necessary to optimize the performance evaluation system of talent attracting policy,build a socialized policy effect investigation and feedback mechanism,and promote the continuous improvement of the policy,so as to enhance the long-term implementation level of "Golden Phoenix Plan" talent attracting policy. |
