As a "sacrifice compensation" policy arrangement,the retired officer placement policy has made positive contributions to promoting national defense and army building,maintaining social stability and national development.As an important part of the placement policy for retired officers,the planned distribution and placement policy began in the revolutionary war era and was perfected during the period of national construction and development.It played an important role in the adjustment of the military and local human resources.However,with the profound changes in the political,economic and social environment,the commanding and colorful planning,allocation and resettlement policies can no longer meet the practical requirements of the modernization of the national governance system and governance capabilities.Need to be adjusted and perfected.On the basis of reviewing the historical changes of the policy allocation and placement policy of retired officers in China,this paper takes the Guangzhou city policy plan of placement and placement of retired officers as the research object,adopts the literature research method,questionnaire survey method and Interview and other research methods to understand the current status and problems of policy implementation,and use Smith’s policy execution theory model to analyze the causes of problems in the policy implementation process,and put forward comprehensive countermeasures and suggestions.In this paper,after careful analysis of the implementation of the planned allocation and resettlement policies of retired military officers in Guangzhou,the following problems are found: First,the dislocation of military human resources,second,the low recognition of policy target groups,and third,there are resistances to policy implementation.The use of Smith’s policy execution theory model to analyze the causes of the problem mainly includes slow adjustment of policy regulations,weak performance of policy enforcement agencies,cognitive deviations of target groups,and complex and influential external factors.In response to the above problems,this article proposes countermeasures and suggestions for improving the planned allocation and placement policies of retired military officers in Guangzhou:first,to improve the current laws and regulations on planned allocation and placement;second,to establish a professional and efficient policy execution management service system;and third,to take multiple measures to improve the policy.The satisfaction of the target group,the fourth is to optimize and improve the response mechanism of the external environment for policy implementation.
