In recent years,local governments at all levels have begun to regard grid governance as a new technical governance means to promote good governance in rural communities,and at the same time have carried out a series of explorations on grid governance of rural communities,forming governance ideas and experiences with different characteristics and good results.Among them,Jiangsu Province began to promote the innovation of provincial all-factor grid social governance mechanism in 2017;Since then,its grassroots social governance has shown a vivid situation of prosperity.However,with the continuous transformation of rural communities,governance affairs and governance goals are also changing,and all-factor grid governance also needs to be repositioned and continuously improved accordingly in order to effectively deal with the emerging grassroots social governance problems.Therefore,exploring the governance practice of all-factor grid in rural communities will help promote the modernization of rural community governance.This study adopts the method of qualitative research,taking the problem of all-factor grid governance in Huangtu Town,Jiangyin City as the research object,and conducts questionnaire surveys and field visits to the governance subjects,namely grid members,rural community residents,village committees and relevant government departments,according to the question "Who does it?" "Did what?" "How’s it going?" The survey results show that in the practice of local grid governance,there are still problems such as the multi-subject participation structure needs to be optimized,the grid transaction access mechanism needs to be improved,and the internal operation system of the grid needs to be smoothed.Then,according to the three basic dimensions that constitute grid governance,namely the subject dimension,the content dimension and the implementation dimension,the aforementioned problems are analyzed in depth.Based on these analyses,relevant recommendations are made to solve the problem.In terms of governance subjects,improve diversified and collaborative governance;In terms of governance content,improve concise and efficient governance;In terms of governance implementation,improve professional and long-term governance,and so on.In order to provide a useful reference for promoting grassroots social governance innovation and exploring grassroots social governance reform in the future. |
