Research On The Improvement Of Local Government Governance Capability-Jiayuguan City As Example

In the middle of the third Plenary Session of the 18 th CPC Central Committee,the general goal of deepening the reform was corrected,and the general goal was revised to "constantly improve the socialist system with Chinese characteristics,so that the national governance system tends to be modernized and the governance capability tends to be modernized".In the conference,the key elements of state governance are three aspects of government governance,market governance and social governance.But the day before our country needs to pay attention to the problem is the current market economic system is still not perfect,the various forces party rights and interests are not balanced,the society and the realization of governance reform,the government is still the main force,play an important role in governing the country.The local government effectively connected to the Central Committee of the party and the masses of the people,act as the role of a bridge,the local government is responsible for the local people to provide public services,local political and economic management industry industry,the prosperity of cultural industries,is conducive to the maintenance of the local economy,local residents life guarantee happiness.In the jurisdiction of the far-reaching effect of local government,local government management ability is one of the local economic development trend and development potential,the local government’s management ability is high,the local people’s life more happiness,therefore,to strengthen the local government’s ruling ability,is one of the important policies of the state.Since the country has put forward The Belt and Road policy,the national policy on the western region express,a good momentum of development,the state has promulgated these policies for the development of the western region to create a huge opportunity.Therefore,strengthening the research of enhancing the governance capability of the local government in the western region,is conducive to the economic development of the western region and cultural development,let the region and the eastern coastal areas of Western standards,and international standards,but also conducive to the realization of the state to socialist modernization,has important significance for the construction of a well-off society in the end.This article uses the literature method and the empirical analysis method to study and analyze the government’s governance ability of Jiayuguan in seven parts.The first part is the introduction,which expounds the basis and significance of this study,and combs the relevant literature at home and abroad.The second part expounds the concepts of governance,local government governance and so on,summarizes the connotation and characteristics of these words,and puts forward the theoretical basis of this research.The third part sets up a set of index system to evaluate the governance capability of Jiayuguan municipal government,so as to make a research framework for quantifying the governance capacity of Jiayuguan municipal government.The fourth part summarizes the present situation of Jiayuguan municipal government’s governance capability.Through the third part of the government governance capacity index system,correctly evaluates Jiayuguan’s governance capability,evaluates its governance capability,and makes a summary and analysis of the evaluation results.The fifth part is on the basis of the analysis of the results of the evaluation of the problems and in-depth analysis of the reasons for the problems,for the following countermeasures and suggestions to do a good job.The sixth part puts forward the countermeasures and suggestions for Jiayuguan to improve the governance capacity of the government.It holds that there is still room for improvement in Jiayuguan’s governance capacity,so it provides targeted policy recommendations.The last part of this paper is a summary of the research content.
