Research On The Optimization Of The Support System For Home-based Elderly Care Communities In Lanzhou City

At present,China’s population aging has entered an accelerating period,and it has entered an aging society under the premise of aging before getting rich and having a high dependency ratio.At the same time,with the trend of fewer children,the traditional family elderly care function continues to weaken,and socialized elderly care has not yet become the mainstream.Home-based elderly care,which is more in line with the wishes of the elderly,can also reduce the cost and pressure of social elderly care,and become a common choice for the elderly in China.The 14 th Five Year Plan clearly states that it is necessary to further improve the development of elderly care and the elderly care service system,and strengthen the ability of home based community elderly care services.As a western city,Lanzhou has a low level of economic and social development,and limited investment in elderly care funds.While not increasing the cost of social elderly care,how to effectively meet the growing diversified elderly care needs of elderly people living at home has become an urgent problem that needs to be solved.The support system for home-based elderly care communities has become the main way to solve this problem.At present,the support system for home-based elderly care communities still faces some shortcomings and constraints in its operation.Targeted improvement and optimization are needed in order to better play its role and provide more diversified and high-quality elderly care services for elderly people living at home.This study takes N Community,Y Street,Qilihe District,Lanzhou City as an example.Based on the hierarchy of needs theory,welfare pluralism theory,and community care theory,the study selects the elderly residents of N Community as the research object.Using questionnaire,literature,interview,and case studies,the study investigates the support system of the home care community in Lanzhou City,including policy support,financial support,infrastructure support,and so on Starting from six aspects: personnel support,service supply support,and technical application support,based on the analysis of the elderly care needs of N community’s home-based elderly care in terms of daily care,medical care,spiritual comfort,cultural and entertainment activities,and rights maintenance,in order to address the narrow policy coverage,insufficient execution ability,funding shortage,constraints on meeting the needs of home-based elderly care,incomplete infrastructure support,and low utilization rate Analyze the underlying reasons behind the weak strength of professional elderly care service personnel,weak compatibility between service content and home care needs,and low adaptability of technological informatization to aging.On this basis,targeted countermeasures and suggestions were proposed from six aspects,namely expanding policy coverage,enhancing policy implementation effectiveness,increasing capital investment,expanding financing channels,improving infrastructure,improving utilization efficiency,strengthening training management,improving the quality of employees,strengthening service supply,improving service satisfaction,improving information management platforms,and accelerating promotion and application.I hope it can play a promoting role in optimizing the support system for home-based elderly care communities,improving home-based elderly care services,and improving the quality of life for the elderly.
