| The total of China’s aging population is large and growing rapidly,there is a phenomenon of city and countryside inversion in the aging process.With the increasing of the aging problem in China,the function of family elderly care is gradually weakening,and the elderly’s demand for elderly care outside the family is constantly increasing.Under the background of the government’s implementation of multiple measures to solve the elderly care problem,community home-based elderly care services have been innovatively and successfully implemented and become one of the important measures.Up to now,community home-based elderly care services are still in the embryonic stage,and on the overall level,they have not reached mature standards.As a new type of elderly care service model,community home-based elderly care services with the goal of meeting the needs of urban and rural community elderly care services will face many problems in the future,such as achieving accurate services and striving to bring the level of urban and rural elderly care services closer.This selects data of the article from the Chinese Longitudinal Healthy Longevity Survey(CLHLS)contains and analyzes the potential requirements of urban and rural elderly people in China for community home-based elderly care services,including their residential willingness,the difference of the actual supply situation and demand goals between urban and rural elderly care services and the different needs of special groups of elderly people in urban and rural areas.It further selects the individual characteristics,health status,economic factors,living styles,intergenerational support,social participation,social security as independent variable,community home-based elderly care service demand as dependent variable,using SPSS24.0analysis software,using a binary Logit model for empirical analysis.The following conclusions can be drawn from this article through in-depth interpretation of the above data: First,the elderly in urban and rural areas have differentiated needs for home based elderly care services,and the degree is also different.Among them,home-based medical care is the most important service demand.;Secondly,the comparison between the supply and demand of home-based elderly care services in urban and rural communities shows a significant imbalance.The ability to provide various elderly care services is below 50%,which is far below actual demand.In addition,the supply of urban elderly care services is relatively high compared to rural areas.;Third,in terms of home-based elderly care services,there are also differences in the actual needs of urban and rural special groups.From the data,it can be seen that participating in or organizing appropriate social entertainment activities is the most differentiated and concentrated aspect of demand for the empty nest elderly,while home-based medical care is the most differentiated and concentrated aspect of demand for the disabled and elderly;Fourth,the individual characteristics,health status,economic factors,living styles,intergenerational support,social participation,and social security factors of urban and rural elderly have varying degrees of impact on the demand for home-based elderly care services.Based on this,this article proposes four policy recommendations: First,based on the actual needs of elderly people in urban and rural areas,the precise supply of home-based elderly care services is carried out to effectively meet the most urgent pension needs of elderly people in urban and rural areas;Second,we should foster the concept of integrated urban and rural development,reduce the difference between supply and demand of elderly care services.In particular,attention should be paid to the infrastructure construction of services for the aged in rural areas;Third,specific old-age care services are provided to meet the needs of special groups,such as the disabled,elderly and empty-nesters,so as to guarantee their basic daily life;Fourth,refine urban and rural elderly groups,establish a hierarchical and classified elderly care service system,scientifically divide the elderly based on standards such as gender,age,and educational level of urban and rural elderly,and ensure that elderly people in different situations receive basic elderly care services. |
