| The report of the Party’s 20th National Congress proposed that rural construction should be taken as a whole and agriculture should be taken as the top priority.This has greatly encouraged the work of "agriculture,rural areas and farmers" in Lanzhou,and made them more firm in their faith and determination to move forward.Under the strong leadership of President Xi Jinping,they will unswervingly promote the revitalization of rural industries,talents,culture,ecology and organizations,and strive to push Lanzhou into the forefront of rural revitalization in the new era.Many factors affect the rural economic development,which makes the full implementation of the rural revitalization strategy restricted by "talent bottleneck".The implementation of rural revitalization strategy is the objective requirement of China’s agricultural and rural development in the new era.With the implementation and popularization of the "college student village officials" plan,the special group of "college student village officials" has attracted more and more people’s attention.Although some phased results have been achieved in the process of implementing the college student village officials plan,the lack of an effective set of incentive measures for college student village officials makes it difficult to encourage them to play their due role.The incentive of college student village officials is an important content in the plan of college student village officials.It plays a very important role in fully exploring the potential of college student village officials,mobilizing their enthusiasm and initiative,and improving the work efficiency of college student village officials.Based on the hierarchy of needs theory,two-factor theory and human resources theory,this paper analyzes the existing problems in the incentive of college student village officials in Lanzhou City.For example,the following three incentive problems are analyzed: insufficient finance and distribution in salary incentive;Lack of training incentive content and process;The standardization of assessment and incentive is not proper.The subjective factors of promotion incentive restrict;This paper tries to find out the reasons for the problems in the incentive of college student village officials in Lanzhou from the aspects of salary distribution,training and education,performance appraisal,promotion and development,and honor selection.Finally,the paper puts forward some optimization suggestions for the incentive measures of college student village officials in Lanzhou: optimization of salary structure,optimization of cultivation system,optimization of assessment and evaluation,optimization of promotion space,optimization of content countermeasures such as honor selection,optimization of incentive policies,optimization of introduction incentives,optimization of retention incentives and other security countermeasures.It is expected to provide a better platform for college students,a valuable human resource,to play a role in the background of rural revitalization. |
