Research On Incentive Mechanism Of College Student Village Officials In HG City

On the 17th National Congress of the Communist Party of China,the party and the state proposed and started to encouraging graduates to participate Rural Construction actively applying for village officials,and the major objectives are to foster key and outstanding talents of party and government cadres to complete the construction of new socialist countryside.Although there are some good achievements after the implementation of such policy,some problems,still exist including lack of practice,less enthusiasm,narrow channels for employment,etc..Basing on various theories like SCHULTZ’s HUAN CAPITAL,MASCLOW’s HIERACHY of NEEDS,FRUM’s expectation theory and SKINNER’s REINFORCEMENT,this essay analyzes the incentive mechanism for the college student village officials in HG city from the perspective side.With investigation on the current working situation and incentive status of college student village officials,it finds out there are some key problems about Salary&Welfare,personal development,work innovation,environmental and spiritual innovation,which are imperfect or incomplete.After detailed analysis of such problems,this essay proposes some optim ization schemes so as to improve the policy system of the college student village officials and strengthen the physical motivation and personal development innovation.In a word,the research of this paper focuses on the combination of theory and practice.Through questionnaire,personal interview and other survey methods,data analysis is carried out in combination with charts,the optimization scheme proposed in this essay for the incentive mechanism of college student villages in HG city is very useful,especially for the implementation of the policy for college student village officials.Such proposal can mobilize the initiative of the current graduated village offices and finally stimulate the overall vitality of the whole group of college student village officials.On the hand,it can show the good spirit of this special group to the whole society and attract more college graduates to join the team of village officials as new strengthening power to the development and revitalization of rural construction in China.
