Study On The Legal Guarantee Of Multi-Subject Participation In Rural Governance

The rule of law is a necessary basis and an important guarantee for rural governance.In rural areas,grass-roots Party organizations,governments,villagers’ committees,civil society organizations,villagers and new village elites are the important elements of the rural governance system and the necessary driving force for effective rural governance.Legal guarantee for the participation of multiple subjects in rural governance is an important prerequisite to ensure the participation of multiple subjects in rural governance according to law,a realistic need to enhance the effectiveness of multiple subjects in governance,and an inevitable choice to build a village by law.The legal guarantee of multiple subjects’ participation in rural governance has achieved initial results,which are reflected as the legal basis of multiple subjects’ participation in rural governance has been initially formed,the legal regulation of multiple law enforcement is gradually improved,and the legal effect of multiple dispute resolution is remarkable.There are still problems such as the legal guarantee of multiple subjects ’participation in rural governance,such as the imperfect legal guarantee of some multiple subjects’ participation in rural governance,the insufficient legal guarantee of multiple subjects,the insufficient legal supervision force of multiple subjects,and the insufficient guarantee of the governance ability of multiple subjects by law.The reason can be explored from the aspects of the legal thinking and legal way of multiple subjects,the relevant legal system of regulating multiple subjects,and the governance ability cultivation mechanism of multiple subjects.Based on the multiple subject participation in rural governance of the lack of legal and causes are analyzed,should strengthen the legal guarantee from multiple aspects,specifically: strengthen multiple subject rule of law thinking and rule of law,perfecting the specification of multiple subject of related legal system,improve the multiple subject law enforcement interaction mechanism,improve the multiple subject legal supervision mechanism,optimize the cultivation of multiple subject management system.We should give full play to the role of the rule of law in stabilizing expectations,promoting long-term benefits and consolidating fundamentals,and improve the dilemma of multiple subjects participating in rural governance in a multi-pronged way.
