Research On Working Mechanism Of Villagers’ Council In The Background Of Rural Revitalizaton

As the core content of rural governance system,the villagers’ self-government is an important part of our socialist democratic political system and an important link and institutional guarantee in the process of rural revitalization.By accelerating the promotion and improvement of the villager self-governance mechanism,we can quickly and scientifically build a rural governance system and provide guarantees for the rural revitalization strategy in terms of institutional innovation and democratic participation.Implementing the system of self-governance for rural villagers fully reflects the will of the broad masses of the people to be the masters of their own affairs,and reflects the essential characteristics of China’s socialist democracy.And to promote the effective development of rural villager autonomy through the form of villager meeting is a further boost to rural governance,but also will promote our rural governance structure and management to the direction of modernization.With the implementation of the rural revitalization strategy,the development of villager autonomy will also get the basic support of talent,material and environment.Therefore,it is of great theoretical significance and practical value to study the operation of villager meeting and analyze the reasons.The author’s main research topic is the operational mechanism of village meetings under the background of rural revitalization.Initially,the author reviewed extensive literature to identify research methods and theoretical frameworks and determine the research framework.Firstly,this article analyzed the current state of the operational mechanism of village meetings under the background of rural revitalization from three aspects: driving factors,framework,and effectiveness.Secondly,this paper summarized three categories of operational models by analyzing practical cases of village meetings under the background of rural revitalization,followed by drawing lessons for the operational mechanism of village meetings.Afterward,the author discussed the problems existing in the operation of the villagers’ meeting in Liuyang City and analyzes the reasons,and finally puts forward the countermeasures and suggestions to upgrade the villagers’ meeting under the background of rural revitalization: first,deepen the consciousness of autonomy of the cooperative subject,second,improve the system of the villagers’ meeting,third,standardize the operation process of the villagers’ meeting,and fourth,promote the development of the villagers’ meeting.
