Villagers’ Council Under The Perspective Of Consultative Democracy Research On Operation Mechanism And Countermeasures

2020 is the decisive year for building a moderately prosperous society in an all-round way.The key to building a well-off society in an all-round way lies in the grassroots,especially in the vast rural areas.With the implementation of the strategy of poverty alleviation and rural revitalization,the country is inclined to rural policies and resources,and the rural areas are striding towards a well-off society in an all-round way.But the development of economic base cannot do without the assistance of superstructure.At the same time of rural revitalization,there are also some contradictions and problems that are difficult to solve by the "village two committees",and the contradictions mainly exist between the village cadres and the villagers,which further shows that the villagers’ autonomy in our country is in the bottleneck period.How to break through the bottleneck period of villagers’ autonomy and get new development,so as to boost the revitalization of the countryside is the problem to be solved,and it is also the problem consciousness of the establishment of the villagers’ Council.In the report of the 19th National Congress of the Communist Party of China,it was mentioned that "we should play an important role in socialist deliberative democracy.".It is necessary to promote the extensive,multi-level and institutionalized development of deliberative democracy,and comprehensively promote party consultation,people’s Congress consultation,government consultation,CPPCC consultation,people’s organization consultation,grassroots consultation and social organization consultation ",which undoubtedly provides new ideas and new directions for villagers’ autonomy.After the 19 th National Congress of the Communist Party of China,in the "opinions on the implementation of Rural Revitalization Strategy",it was mentioned that "deepening the villagers’ autonomy".Relying on the villagers’ meeting,the villagers’ representative meeting,the villagers’ meeting,the villagers’ Council,the villagers’ board of supervisors and so on,a multi-level grass-roots consultation pattern of civil people’s discussion,civil people’s management and civil people’s management has been formed.We should give full play to the role of new rural people,and further clarify the carrier of deliberative democracy.Among them,the villagers’ Council,as the carrier of consultation,is widespread in the southern rural areas.What is its nature,why it is widely used at the grass-roots level,how to carry out consultation,what is the relationship between it and deliberative democracy,and how much value it operates at the grass-roots level have become the focus and original intention of the research.This paper selects G village in M County as the research point,based on the interview materials with villagers and village accounts,takes the specific situation of the operation of the village council as the analysis object,tries to gradually analyze the operation mechanism of the village council through the operation of G Village Council,analyzes its effectiveness,and finds out the existence of the village council as a carrier of villagers’ consultative autonomy In which follow-up development problems,give the corresponding countermeasures.The main body of the article is divided into five parts.The first part is the introduction,which mainly combs the relevant literature of deliberative democracy and the villagers’ Council to clarify the relevant concepts;the second part is the correlation analysis of deliberative democracy and the villagers’ Council,which mainly expounds the reasons why the villagers’ Council is analyzed from the perspective of deliberative democracy;the third part is the operation of the villagers’ Council of G village;the fourth part is the analysis of the relationship between deliberative democracy and the villagers’ Council The fifth part is the reflection and improvement path of the negotiation operation of the villagers’ Council.It is found that the key reason for the operation of the villagers’ Council as a non-governmental organization is the unique villagers’ recognition of the village community and the social foundation of the "semi acquaintance society".Under the guidance of the party organization,the villagers’ Council of G village has carried out consultation,achieved open affairs,parallel double track,three-level linkage and two-way communication,and cooperated with the two committees to complete many projects in the construction of beautiful villages.However,by observing the operation of the villagers’ Council,there are still some questions about its operation process:first,will the democratic consultation gene of the villagers’ Council be excluded? Second,is the operation of the villagers’ Council sustainable?Third,will the democratic consultation of the villagers’ Council be alienated into a few elite consultations? Fourth,the independence of the villagers’ Council.For these doubts,the article respectively from the establishment of the leading position of the party’s consultation,strengthen the supply of democratic consultation system,broaden the scope of the main body of democratic consultation and build a modern culture of democratic consultation four aspects to give some discussion.
