Research On The Problems Existing In Shanghai Rail Transit Emergency Management From The Perspective Of Collaborative Governance

Entering the 21 st century,China’s development has entered a high-speed stage,and the transportation and other infrastructure construction is changing with each passing day.As a green way of travel,rail transit has achieved rapid development in Shanghai,where the ground traffic is increasingly crowded,and has become the main way for citizens to travel.With the surge of passenger traffic flow,the accompanying public safety problems are increasingly prominent,especially the hidden danger of stampede casualties caused by crowding greatly increased.The exposure of these problems has brought great challenges to the emergency management capacity of Shanghai rail transit.Starting from the aspects of coordination in emergency management,this paper discusses the deficiencies of coordination in Shanghai rail transit emergency management,analyzes the causes,and puts forward corresponding countermeasures and suggestions according to the actual situation,in order to contribute to the development of Shanghai rail transit emergency management system.This paper takes the collaborative governance theory,public crisis management theory and one case system as the basic framework,and takes the coordination of Shanghai urban rail transit in emergency management as the specific research object.At the same time,using the research methods of literature analysis and case analysis,combined with China’s national conditions and the existing situation of Shanghai rail transit emergency management coordination,to give strategic suggestions.It is found that the coordination of emergency management in Shanghai rail transit mainly has some problems,such as insufficient linkage early warning of emergency management,insufficient participation and coordination of emergency plans,incomplete linkage and coordination of various plans,and differences in linkage and communication of emergency management.The reasons for these problems include the simple subject of emergency coordination,the inadequate training and drill of emergency plan,the lack of tacit coordination,the lack of social forces involved in emergency management coordination,and the weak sense of responsibility and safety.In order to solve the above problems well,corresponding countermeasures and suggestions are put forward according to different reasons: First,optimize the participation of multiple subjects in collaborative governance,including developing social forces to participate in emergency management,improve the reward mechanism,and improve the enthusiasm;second,improve the efficiency of emergency linkage coordination,optimize the details of rail transit emergency linkage plan,strengthen the recruitment and training of professional talents to improve the disposal efficiency;third,improve the professional quality of employees,strengthen the safety awareness of passengers,including standardizing the daily safety assessment standards and strengthening the publicity of safety awareness.It is hoped that these countermeasures and suggestions can bring some reference for the solution of the collaborative governance problem in the emergency management of Shanghai rail transit,improve the level of emergency management,and provide a theoretical reference for the further improvement of the existing emergency management system in the rail transit industry.
