Study On Prevention And Control Of Urban Rail Transit

Urban Rail Transportation enormously releases urban traffic from congestion condition in large-scale and middle-scale cities, brings convenient and fast transportation to people’s life, facilitates development of surrounding economy, and hence is life stimulant of urban transportation. The high-speed development of Urban Rail Transportation, however, results in many emergence events, which recently occurred in Urban Rail Transportation among cities, because urban rail transportation is not only a huge and sophisticated system, but also is extremely fragile. Due to complete closeness of space, high density of people and complex underground environment and so on, once emergence events happen, it becomes quite difficult for security department to dismiss people properly and to control situations entirely. Therefore, emergence events could lead to tremendous amount of loss of people and property, and even affect the stabilization of social economy and security.Therefore, precaution and control actions turn out to be very crucial and necessary to avoid and release emergence events of urban rail transportation. Urban rail transportation emergence events mainly include natural disasters, manufacture dangerous accidents, social chaos and public diseases, and due to special geographical condition, the occurrence of emergence events have such features as volatility, suddenness, uncertainty, severeness and publicness. Presently, urban rail transportation in China is in a rapid growth stage, however, the entire management of urban rail transportation, especially the precaution and control to emergence events, is far behind and incompatible with the development of urban rail transportation. This article applies emergence management theories analyzes urban rail transportation such problems in Xi’an City as deficiency of rail transportation regulations, immatureness of management mechanism, lack of precaution, low management technology, and short of multi-parties interaction rescue mechanism. Combining the reality and current conditions of rail transportation management in Xi’an City, this article proposes overall goals, development basics and system designs for emergence management of rail transportation of Xi’an City, and also points out that in order to set up an integrated emergence management system, local government should complete urban rail transportation regulations, strengthen management system, improve technology support and structure a multi-parties interaction rescue mechanism.
