Study On Emergency Management Of Unexpected Incidents For The Chinese Urban Rail Transit

Emergency management of urban rail transit emergencies is one of the issues that deserve attention in public management research.The study of emergency management of urban rail transit emergencies from the perspective of public management aims to explore the management problems such as unbalanced and inadequate development in the emergency management of urban rail transit emergencies in the new era of China.From the four aspects of emergency plans,systems,mechanisms,and the legal system,we should grasp the emergency management of urban rail transit emergencies,improve the ability of public governance and emergency prevention,and meet the strategic requirements for emergency management in the new era.This paper mainly through the literature research method,the comparative research method and the case analysis method and so on,focuses on the "one case and three systems",carries on the research to the existing problem in the urban rail transit emergency management.The study finds that there are problems with the emergency response plan for the urban rail transit,including the unbalanced implementation of the emergency plan,the lack of timely upgrade of the emergency plan,and insufficient drills.It is proposed to give full play to the guidance role of the plan by conducting training exercises and periodically revising emergency plans.In the emergency response system of urban rail transit,there are problems such as inadequate development of social emergency forces and lack of local integrated management departments.It is proposed that an emergency management system led by the government should be established by guiding the participation of social forces and setting up an integrated emergency management department.For the urban rail transit emergency mechanism,there are problems such as inadequate implementation of emergency prevention and incoordination of emergency response.It is proposed that the construction of the emergency response mechanism be promoted by strengthening the monitoring and early warning mechanism and strengthening the emergency linkage mechanism.For the urban rail transit emergency legal system,there are problems such as inadequate supporting policies and regulations,and inadequate publicity and propaganda.It is proposed to promote the detailed implementation of emergency laws and regulations by advancing the refinement of emergency policies and regulations and enriching the methods of propaganda.
