Study On Emergency Management Of Public Health Emergencies In Urban Rail Transit

With the deepening and expansion of globalization,various public health emergencies occur frequently,which has become a common problem faced by the modern international community.Public health emergencies not only threaten people’s life and property safety,but also affect social stability and economic development.As one of the symbols of urban modernization,urban rail transit has the characteristics of safety,rapidity and environmental protection.However,its characteristics of high density of people,poor air circulation and semi-closed spatial structure are the difficulties in public health epidemic prevention and control.Public health emergencies emergency response and disposal ability is one of the important indexes of urban rail transit emergency management ability,how to advance prevention and emergency preparedness work effectively,make rapid disposal and control developments in time,after proper recovery and summarize experience become the realistic problem faced by rail transit emergency managers.This paper takes Shanghai COVID-19 epidemic prevention and control as the research perspective,and systematically considers and explores the emergency management of Shanghai rail transit under public health emergencies.Through the combination of literature research at home and abroad,case analysis and in-depth interviews,this paper takes Shanghai rail transit COVID-19 prevention and control as the entry point to study the emergency management of urban rail transit under public health emergencies.At the same time,through field investigation and in-depth interview,the current situation of COVID-19 prevention and control in different stages of Shanghai urban rail transit was investigated in detail,and with the help of practical cases of rail transit public health events in recent years,the following aspects were found in the emergency management of Shanghai rail transit: The plan is not strong in practical operation,there are shortcomings in the early warning mechanism,poor information communication among emergency departments,and inadequate post-hoc summary.Based on crisis management "4R" theory and the study of the theory of collaborative governance,emphatically from the response to the crisis event of reducing force,readiness force,response force and recovery force,four dimensions analyze the causes of these problems lies in the lack of multi-sectoral plan formulation of insufficient investment in collaborative participation,early warning surveillance,loss of cross-sectoral information transmission mechanism,factors such as lack of scientific evaluation mechanism.At the end of this paper,from the perspective of the four dimensions of the "4R" theory of crisis management,supplemented by the collaborative governance theory,combined with the current situation of the emergency management of Shanghai rail transit in response to public health emergencies,Feasible suggestions and countermeasures were put forward from the aspects of building a multi-department plan preparation system to improve the practicability of plans,strengthening departmental collaboration to strengthen early warning and monitoring,establishing a unified platform to improve the vertical and horizontal linkage mechanism,introducing diversified joint conference system to improve the post-evaluation mechanism,etc.It is expected to provide some reference significance for optimizing the emergency management of Shanghai urban rail transit under public health emergencies.
