Research On Rural Governance Issues In The Digital Background

In recent years,the Central Committee of the Communist Party of China and The State Council have repeatedly emphasized that rural governance work should be well and effectively carried out,and called for actively building a new model of mass social management and further promoting the modernization of the national management system and capacity.With the implementation of the rural revitalization strategy,a number of digital technologies have gradually penetrated into agriculture and rural areas,bringing new opportunities for rural governance.In order to explore the effectiveness of rural governance under the digital background,this paper takes the construction of the digital village project in Z Town,X District,Yinchuan,Ningxia as an example,analyzes the current situation,existing problems and reasons of the digital village governance in Z Town,and puts forward countermeasures for rural governance under the digital background.Since District X,where Z Town is located,was selected as the national Digital rural pilot area in 2020,it has actively responded to national policies and carried out pilot work in the aspects of organization and implementation,system guarantee,resource integration and fund guarantee.Z Town,as one of the important towns in X District,has excellent tourism resource endowment and obvious advantages in the wine industry.On the basis of building a digital governance platform at the village and town levels and developing services for people’s livelihood,Z town introduces external resources to develop rural e-commerce,create a new form of tourism,strengthen the process of digital construction of grape industry,and build a security system based on"Xueliang Project High Altitude Guard".Good results have been achieved.However,it is found in the investigation that Z Town still has some problems in the construction process of the digital village project,such as the lack of professional talents in the construction of the digital village project,the lack of enthusiasm of the villagers to participate in the digital governance,the lack of special investment in the construction of the digital village project,and the need to strengthen the publicity of the construction of the digital village project.On the basis of a comprehensive analysis of the problems,the causes are investigated.It is because the rural construction system is not perfect,the local government is not enough to understand the digital rural governance,the people’s digital literacy needs to be improved,and the demand-oriented governance concept has not been established.Based on the relevant knowledge of governance and digital governance and the experience of Zhejiang Province and Jiangsu province in digital village governance,this paper puts forward some optimization measures,such as consolidating the construction of the team,optimizing the team of rural digital governance,improving the quality of villagers,focusing on digital awareness and skills improvement,integrating information resources,building a unified digital governance platform,perfecting rules and regulations,and building the operation guarantee mechanism of digital governance.
