Research On The Influencing Factors And Paths Of Digital Technology Enabling Rural Governance In Jilin Province

With the rapid development of 5G technology,the advent of the era of big data,and the implementation of the strategic position of the modernization of national governance system and governance capacity,digital technology has become an effective means to promote the modernization of rural governance.However,the difficulties of implementing the digital strategy in China are all in the countryside.How to speed up the digital technology to empower rural governance,better complete the digitalization of governance,and finally realize the modernization of rural governance system is the top priority.This paper is based on the typical cases of rural governance in Nong’an,Tongyu Baicheng,Tiedong Siping and Lishu Siping,and explores the practical problem of "digital technology enables rural governance in Jilin Province".Finally,it is concluded that there are a series of problems in the digital technology-enabled rural governance in Jilin Province,such as insufficient digital governance ability of grassroots government staff,lack of autonomy enthusiasm of rural people,deviation of governance concept,and insufficient basic guarantee.Using the rooted theory method,refining the data obtained from in-depth interviews,and analyzing the rural environment,government system,government governance and social organization level are important factors affecting the effect of rural governance by digital technology enabling in Jilin Province.Finally,a theoretical model that affects the effect of digital technology in Jilin Province is constructed.Among them,supporting policies and systems is the endogenous power to guarantee the rural environmental foundation and the level of social organizations,Rural environment and the level of social organizations have jointly become the main factors restricting government governance.At the same time,these four factors work together on the effect of rural governance enabled by digital technology in Jilin Province.In view of the above problems,the successful cases are combined with the actual situation of Jilin Province,and the following implementation path to support digital technology to empower rural governance is proposed:First,optimize the governance mode of government grass-roots governance personnel,strengthen the ability of rural people to participate,and encourage third-party social organizations to participate in the digitalization of rural governance;Second,strengthen the cultivation of digital talent team,accelerate the construction of digital infrastructure,and ensure solid financial support;Third,based on the fundamental "needs" of rural areas,clear the "identity" of the rural governance subjects,multi-party cooperation and co-governance;Fourth,it is clear about the unification of the digital construction standards of rural governance,breaking the "information barrier" to realize the data sharing between departments,and strengthening the ability of information security guarantee,so as to provide strong momentum for the rural governance practice of digital technology in Jilin Province and the modernization of rural governance system and governance capacity.
