The improvement of rural living environment is an inevitable requirement for realizing the strategy of rural revitalization,which is related to the comprehensive construction of a well-off society and the fundamental well-being of the majority of farmers.Among them,farmers are the direct beneficiaries and main participants of rural human settlements improvement,and their participation behavior is an important manifestation of the effectiveness of rural human settlements improvement.In the government-led work promotion method,farmers are always in a passive position in the practice of improving the living environment.This ’ outsider ’ mentality makes the lack of participation of farmers become the norm,and the improvement of rural living environment presents the characteristics of the main body ’s own defects.In the rural social network established by kinship and geography,as a special social capital,the cadre-mass relationship is an effective resource available to the village committee to carry out its work and an important factor to mobilize farmers to participate in public affairs governance.The village rules and regulations are rooted in the rural society of China.They are the code of conduct jointly formulated and observed by farmers,and have the function of value orientation and behavior restriction for farmers.Village regulations and close cadre-mass relationship provide a reasonable path for optimizing the performance of farmers ’ participation in the improvement of human settlements.Therefore,it is of great significance to explore the influence of village rules and regulations and cadre-mass relationship on farmers ’ participation in the improvement of human settlements environment for awakening farmers ’ sense of ownership and improving the efficiency of rural human settlements environment governance.In view of this,the research focuses on the micro-subject of farmers.Based on the microsurvey data of 1813 farmers in Guanzhong area of Shaanxi Province in 2022,the evaluation index system of farmers ’ participation in rural human settlements environment improvement is constructed from three dimensions: farmers ’ participation willingness,participation behavior and participation consciousness.The entropy method is used to analyze and measure the participation degree of farmers.On this basis,village rules and regulations,cadre-mass relationship and their interaction items are introduced.Through OLS and quantile regression models,the impact of village regulations and cadre-mass relationship on farmers ’ participation and the interaction between the two are empirically tested.It also deeply analyzes the intergenerational differences and economic differences in the influence of village regulations and cadre-mass relations on the participation of farmers.This study has the following conclusions:(1)Among the three mechanisms of village regulations affecting farmers ’ participation in the improvement of living environment,the disciplinary supervision mechanism has the most significant impact on farmers ’ participation.The value orientation and transmission internalization mechanism have not yet passed the significance test,and there is a " relative institutional failure " situation.With the increase of farmers ’ participation,the impact of value-oriented mechanism on farmers shows a trend of falling first and then rising.The disciplinary supervision mechanism generally shows a trend of rising first and then falling.The transmission internalization mechanism as a whole shows a trend of ’ non-standard W-type ’.(2)The cadre-mass relationship can significantly enhance the participation of farmers in the improvement of human settlements.Further research has found that the close relationship between cadres and the masses plays a strengthening role in the village regulations and farmers’ participation in the improvement of the living environment,and can improve the governance effect of disciplinary supervision and value-oriented mechanism on farmers.(3)The results of heterogeneity analysis show that there are obvious intergenerational differences and economic differences in the impact of village rules and regulations and the relationship between cadres and the masses on the participation of farmers in the improvement of living environment.Therefore,this paper puts forward the following suggestions: First,establish a long-term mechanism for village regulations and strengthen institutional norms.Promote the introduction and implementation of village regulations and related regulations,and strengthen the guidance and supervision of village regulations.Second,build an effective interaction model between village cadres and farmers,and shape a close cadre-mass relationship.Guide farmers to actively participate in order to reduce the implementation cost of rural living environment improvement and improve the effectiveness of environmental governance.Third,according to the characteristics of farmers ’ individual ’.Refine the relevant provisions,improve the pertinence of relevant policies,and strengthen the constraints and correct guidance of farmers.
