| Governance of rural human settlements is an important task to fully implement the rural revitalization strategy,and it is also an important link to promote rural infrastructure construction and equalization of basic public services in urban and rural areas.Due to the limited investment in infrastructure and the total supply of basic public services in China,the public resources invested in rural areas are insufficient,and the infrastructure of human settlements such as sanitary toilets,garbage treatment and sewage treatment is seriously lacking.In order to strengthen the governance of rural human settlements,the central and local governments have always attached great importance to promoting the governance of rural human settlements.As the main subjects and direct beneficiaries of the governance of rural human settlements,the participation of rural residents is of great significance to the construction of a long-term management and protection mechanism for human settlements.Therefore,it is of great theoretical and practical significance to deeply explore the behavior decision-making process of rural residents’ participation in human settlements governance and understand the behavioral logic and internal relationship behind it,so as to improve governance efficiency and consolidate governance effectiveness.Based on public governance theory,informal system theory and social interaction theory,this study constructs a theoretical analysis framework of rural residents’ participation in human settlements governance by using the questionnaire of 449 microfarmers in Zhejiang Province.Logit and Order logit models are used to analyze the internal logic between farmers’ participation behaviors,and at the same time,the synergistic effects among different variables are investigated.According to the analysis results,policy suggestions to improve rural human settlements governance are put forward.The main conclusions are as follows:(1)Although the development level of different regions is different,and the human capital of the sample farmers is not high(the average age is older and the education level is lower),the farmers have a high level of awareness of the human settlements governance policy.(2)Farmers in Zhejiang Province have a high degree of participation in the management of,which is mainly manifested as follows: 69% of the sample farmers can classify domestic garbage;In the treatment of domestic sewage,81% of farmers discharge sewage into public sewage tanks,and the trend of centralized treatment is obvious;In terms of manure treatment,80% of farmers are treated by cleaning(septic tanks),and the proportion of resource treatment(returning to fields)is close to 50%.(3)Village rules and regulations and neighborhood effect have a positive impact on farmers’ participation in rural human settlements governance,and at the same time,village rules and regulations play a positive regulatory role in the influence of neighborhood effect on farmers’ participation in rural human settlements governance,that is,the better the implementation of village rules and regulations,the more obvious the promotion of neighborhood effect on farmers’ participation in rural human settlements governance.In terms of subdivision,different aspects of village regulations and neighborhood effects have subtle differences on farmers’ participation in "domestic waste classification treatment","domestic sewage treatment and discharge" and "manure cleaning treatment",but they do not affect the overall results,and the robustness test also verifies the research results.(4)Finally,the following policy suggestions are put forward: firstly,the e main role of villagers in villagers’ autonomy,and enhance the long-term governance ability of village rules and regulations;Finally,of information transmission,enhance residents’ cognition and guide rural residents to participate in governance deeply;Secondly,give full the role of village rules and regulations,attach importance to the main role of villagers in villagers’ autonomy,and enhance the long-term governance ability of village rules and regulations;Finally,build a community atmosphere of active participation and form an interactive participation culture. |
