“Study on the relationship between masses and cadres” is an important part of the study on Party building in China.And the relation between cadres and masses in rural areas has always been a hot topic of concern in the academia.A good relationship between cadres and masses can ensure orderly development of various undertakings in rural areas,and ultimately achieve the welfare improvement of farmers and even all Chinese people.Since the reform and opening up 40 years ago,with the continuous improvement of economic development and farmers’ education level,the work performance of grass-roots cadres has become a core factor affecting the relationship between cadres and the masses in rural areas.At present,although a lot of research has been carried out on the issue,the research on empirical analysis based on the survey data is still very limited.Therefore,with the help of survey data,this paper studies the performance of rural cadres and its impact on the relationship between cadres and the masses from the perspective of empirical analysis.This paper combs the existing relevant research and theoretical basis firstly,and then,based on the historical practice of the Communist Party of China in dealing with the relationship between cadres and masses,sums up the development rules and experience of the relationship between cadres and masses in China.According to these rules and experiences,three important "modern enlightenments" can be summed up: first,the focus of the government’s work to improve the Cadre-Masses relationship should be shifted to improving cadres’ work performance;second,honesty and diligence is the key to close the relationship between cadres and masses in rural grassroots;third,specific to a certain dimension of work performance,the importance of different groups is not exactly the same.Obviously,these three enlightenments not only point out that the improvement of the relationship between cadres and masses depends on the continuous improvement of grass-roots cadres’ work performance,but also clarify the key elements and heterogeneous characteristics of grass-roots cadres’ work performance.But this is only based on the theoretical deduction,and there is no empirical evidence to support it.With the help of database of “consultative democracy and electoral democracy survey”,this paper studies the “work performance of rural cadres and the influence on the relationship between cadres and masses” in two steps.The first step,according to the relevant government development concept,the performance of cadres is subdivided into the four aspects: “the degree of convenience”,“service attitude”,“democratic style”,“honest and diligent”,and then the method of descriptive statistical analysis is used.The results shows: more than 50% farmers are satisfied with the relationship between cadres and the masses;party members,low-income groups,farmers in the western region,low educated people,non-religious believers and the people mainly doing farm work have a higher evaluation of the relationship between cadres and the masses;in different dimensions of work performance,the satisfaction of the masses to the "corruption" evaluation is the lowest.The second step,using the multiple linear regression method,this paper discusses the influence of the performance of the cadres on the relationship between cadres and masses.The results shows: the work performances of cadres in all latitudes have significant influences on the relationship between cadres and the masses;in the evaluation of the latitudes that can be compared to each other,the "diligent administration" is the most important factor,so the " honest and diligent " latitude is the most focused latitude for the masses;the feel of happiness and safety of the residents are important to promoting the relationship between the cadres and the masses;among the people of different groups,there are obvious differences in the influence of the work performance on the relationship between the cadres and the masses.With the conclusion of the above empirical analysis,this paper confirms that the three inferences have strong data basis,and at the same time put forward policy suggestions in four aspects: first,“honest and diligent” is the key factor to close cadres and masses’ relationship;second,regulating performance of cadres is one of the most important works in rural areas;Three,we should set up cadre assessment mechanism according to the characteristics of local masses;fourth,we should strengthen rural security work in a targeted manner.
