Research On The Income Increasing Effect And Impact Mechanism Of Relocated Farmers’ Participation In The Subsequent Industries Of Relocation

The relocation policy fundamentally improves the production and living conditions of farmers by changing their geographical location to achieve "relocation of poor households,uprooting poor roots,and exchanging for poor industries",achieving poverty alleviation and prosperity.In the second half of the relocation policy,relocated farmers can quickly integrate into the industrial chain,share the dividends of industrial development,enhance sustainable development capabilities,and achieve the goal of "stability and prosperity" by participating in the subsequent industries of relocation.The No.1 central document of 2021,2022 and 2023 all emphasized that we should do a good job in follow-up assistance for relocation,and continue to increase employment and industrial support.However,relocated farmers are affected by factors such as the destruction of their livelihood capital and limited levels of ambition,resulting in low enthusiasm for participating in the subsequent industries of relocation and differentiated participation effects.Policy efficiency urgently needs to be improved.Therefore,exploring the income increasing effect and mechanism of relocated farmers participating in the subsequent industries of relocation is of great significance for improving farmers’ income,stimulating participation enthusiasm,and improving the efficiency of subsequent industrial development policies.This study is based on transfer theory,behavioral decision-making theory,and inclusive growth theory,and uses survey data from 1083 relocated farmers in Hanzhong,Ankang,and Shangluo cities in Shaanxi Province to explore the income increase effect and impact mechanism of relocated farmers participating in the subsequent industries of relocation.Firstly,using an endogenous transformation model to empirically test the impact of participating in the subsequent industries of relocation on the per capita income of relocated farmers,further decomposing income into operational income,wage income,property income,and transfer income to explore its income increasing channels.On this basis,a framework for analyzing the endowment ambition level of farmers’ families is constructed,and based on this framework,the heterogeneity of the income increase effect of relocated farmers participating in subsequent industrial development is analyzed.Secondly,from the perspective of labor supply and production efficiency,explore the impact mechanism of relocated farmers’ participation in the subsequent industrial income increase effect of relocation,in order to fully release the income increase effect.The conclusions drawn from this study are as follows: firstly,participating in the follow-up industries of relocation significantly increases the per capita income of relocated farmers by revitalizing their production factors.The main channels for increasing income mainly come from the increase in operating income caused by direct participation in business activities and the increase in property income brought about by revitalizing idle resources of farmers to participate in industries such as leasing and equity participation;Secondly,participating in the follow-up industries of relocation has poverty benefits.By providing more development opportunities and improving the ability to seize opportunities,the per capita income of low family endowment farmers is increased,but it has no significant impact on high family endowment farmers;Thirdly,the cultivation of ambition level can effectively improve the income increase effect of participating in the follow-up industry of relocation.The higher the level of ambition,the higher the willingness and enthusiasm of farmers for development,and the more significant the income increase effect of participating in the follow-up industry development;Fourthly,participating in the follow-up industries of relocation can increase farmers’ labor supply by releasing idle household labor,enhance product added value,and improve production efficiency to achieve the goal of increasing income.In order to increase the income of farmers and fully unleash the income increasing effect of participating in subsequent industrial development,the following three suggestions are proposed: firstly,improve the incentive policies for relocated farmers to participate in the subsequent industries of relocation,increase the publicity efforts for the subsequent industries,and encourage farmers to actively participate in the subsequent industries.Secondly,cultivate the ambition level of relocated farmers,stimulate their endogenous development motivation,and implement precise assistance.Thirdly,increase industrial support,improve supporting facilities,and fully leverage the radiation and driving capabilities of subsequent industries for relocation.
