Research On The Follow-up Development Of Relocated Farmers In Linxia Zhou

Relocation is an important part of China’s "five batches" precise poverty alleviation measures,one of the main measures taken by the state to win the battle against poverty,and also an important way to solve the problem of "one side can’t support one side of the soil and water" in absolute poverty areas to get rid of poverty and become rich.Relocation involves many departments,with a wide range and great difficulty,which is unmatched by other poverty alleviation policies and measures.Therefore,relocation is characterized by long-term and arduous work.Since the 18 th CPC National Congress,under the leadership of the CPC Central Committee with Comrade Xi Jinping at its core,Thanks to the joint efforts of people’s governments at all levels in China and under the guidance of the precise poverty alleviation strategy,China has lifted 98.99 million poor people out of poverty,of which more than 9.6 million people got rid of absolute poverty through ex-situ poverty alleviation and relocation.It is an important issue to study the follow-up development of the relocated farmers who are out of poverty,and to ensure that these relocated farmers are stable,developed and rich.As the main battlefield of poverty alleviation in China and one of the deep poverty areas of the former "three districts and three states",Linxia zhou of Gansu Province has taken various effective measures to win the fight against poverty.On November 21,2020,Linxia zhou and its poverty-stricken counties were completely cleared,and the poverty-stricken groups bid farewell to absolute poverty historically.In the battle against poverty in Linxia zhou,75,100 people were lifted out of poverty through relocation,accounting for 23% of the total number of people lifted out of poverty in the whole state and 15% of the total number of people lifted out of poverty in the whole province,which played an extremely important role in the battle against poverty in the whole state and the whole province.This paper selects the relocated farmers in Linxia zhou as the research object,and adopts the methods of literature analysis,field investigation and case analysis,based on multidimensional poverty theory,population migration theory,Xi Jinping Thought on Targeted Poverty Alleviation,Theoretical basis of sustainable development theory,Summarize the reasons,policy evolution,types and characteristics of resettlement,main measures of follow-up development and achievements,find out the problems existing in the follow-up development of relocated farmers in Linxia and give corresponding countermeasures and suggestions.This paper holds that the following problems still exist in the follow-up development of relocated farmers in Linxia zhou,namely: some relocated farmers have low adaptability;The follow-up employment industry is weak;Farmers’ own development ability is insufficient;Low level of community governance;The social security problem is outstanding.At the same time,this paper also gives targeted countermeasures and suggestions,that is,combining with specific needs,improving the adaptation level of relocated farmers;Promote industrial development and improve the employment quality of relocated farmers;Increase support and enhance the ability of relocated farmers;Improve the governance level to meet the needs of community governance of relocated farmers;Make up the shortcomings of social security and solve the worries of relocated farmers.It is hoped that this will consolidate the achievements of ex-situ relocation in Linxia,improve the overall level of follow-up development of ex-situ relocation farmers,and accelerate the ultimate goal of "being stable and getting rich" in ex-situ relocation.
