| Blind urbanization relocation is equivalent to transforming the rural poor into the urban poor,and the existential risks in it are too much for the relocated groups.Relocation for poverty alleviation is a “top-down” relocation activity led by the government.The success of the implementation is related to whether the relocation group can achieve the goal of “stable living and getting rich” in the future.A scientific and effective relocation and resettlement method is to ensure The key to migration from involuntary migration to voluntary migration.With the gradual integration of urban-rural relations,it is necessary to get out of the stereotypes of “talking about the city in the city” and “talking about the country in the countryside”,and thinking about the resettlement and subsequent development of migrants from the perspective of “beyond urban and rural”.First of all,based on the above-mentioned problems,comb the evolution logic of my country’s urban-rural relationship and the evolution logic of immigration relocation,summarize the development status and problems of relocation of poverty alleviation and relocation under the evolution of urban-rural relationship,and conclude that under the background of new urbanization,my country’s relocation project for poverty alleviation and relocation in the future It is necessary to fully explore the potential of urban and rural development,and build a gradient mechanism framework for relocation of "rural development zone-middle village and town space field-urban and rural basic network".Based on this mechanism framework,this paper takes Ganzhou City as an example to analyze in detail the gradient relocation model formed by the three-dimensional linkage of rural,township,and county-level areas in Ganzhou’s relocation for poverty alleviation.Use the comprehensive evaluation method to construct an index system including six indicators including resettlement methods of relocated households,livelihood level of relocated households,public services of relocated areas,infrastructure of relocated areas,economic foundation,and social integration of relocated households,and evaluate the three levels of Ganzhou City Implementation effect of gradient placement mode.Using the Tobit model,it explores the main influencing factors of the relocation households’ evaluation of the effect of the three-level gradient resettlement model from the three dimensions of relocation households’ urbanization,individual characteristics,and policy assistance.Based on the effect evaluation of the three-level gradient resettlement model and the analysis of its influencing factors by the relocated households,the following conclusions are drawn:1.The implementation effect of the three-level gradient resettlement model for relocated households in Ganzhou City is relatively high.Specifically,the resettlement gradient evaluation for entering the city and the park is the highest,followed by the resettlement evaluation of township towns,and the center village resettlement evaluation is more general.2.The factors affecting the evaluation of the three-level gradient resettlement model of relocated households are different due to the different resettlement gradients.However,in general,Ganzhou City selects appropriate resettlement methods in line with the different individual characteristics of the relocated people,and deeply explores the characteristics of counties,towns and villages.The pro-poor function can promote the improvement of the livelihood ability of the relocated people.Finally,based on the research results,under the overall background of the implementation of the rural revitalization strategy,the following suggestions are put forward for the follow-up development of resettlement of relocated people: promote urbanization to improve the overall carrying capacity of cities and towns,and simultaneously promote the equalization of urban and rural public products and the improvement of infrastructure in the resettlement area.,Invigorate the resource elements,build a mechanism for linking the interests of the emigration area and the emigration area,strengthen the cultural space reconstruction of the resettlement area community,and promote the social integration of the relocation community. |
