Study On The Operation Problems And Countermeasures Of Guilin Party Masses Service Center

Since the 19 th CPC National Congress,the CPC Central Committee has attached great importance to strengthening the deep integration of grass-roots party construction and grass-roots social governance.This is not only the meaning of promoting the modernization of national governance system and governance capacity,but also the inevitable requirement of consolidating the party’s ruling foundation,which has become a new topic of Party Construction in the new period.Building a good party masses Service Center is an important measure to implement this thought.Guilin took the lead in building the party masses Service Center System in the district in 2018.Over the past two years,it has accumulated valuable experience and exposed many problems.Taking the four-level linkage mechanism of Guilin party masses Service Center as an example,this paper makes a comprehensive analysis and Research on the system construction,operation and staffing of Guilin party masses Service Center through on-site visits,questionnaires and random sampling,under the research methods of new public management theory and service-oriented government theory,This paper makes an in-depth investigation and Analysis on the four-level system of Guilin party masses Service Center,and comes to the conclusion that there are some problems in Guilin party masses service work,such as hollow place,unreasonable service window setting,weakening service function,high staff pressure,imperfect performance appraisal,high operation and maintenance cost and low participation of social organizations.This paper analyzes the reasons for these problems one by one and puts forward solutions,draws the conclusion that the party masses Service Center system should "do everything for the people and rely on the people in many ways",and emphasizes the construction concept of "taking from the people and using for the people".It is hoped that the analysis and investigation of this paper can provide direction for the future development of Guilin party masses Service Center system,and also hope to give reference to the common problems in the operation process of local party masses Service Center system.
