A Study On The Coordination Degree Of Rural Pluralistic Subject Governance

The core link of rural revitalization is to solve the problems of agriculture,rural areas and farmers.The 20 th National Congress of the Communist Party of China and the New No.1central document increasingly attach importance to the synergy of multiple subjects,providing new ideas for solving rural problems.With the entry of socialist modernization and the increasingly complex economic and social situation,rural governance has become more challenging.The trend of diversification of rural governance entities is becoming increasingly evident,and the interests and demands of various entities have become more diverse.The model of providing rural services solely by the government for rural governance issues is no longer suitable for the current needs of rural residents.Therefore,the new pattern of multi subject cooperation and co governance is the only way out for rural governance.However,currently,various management departments in rural society in China still face the problem of mutual coordination and constraints.The core of rural multi subject collaboration is collaboration,and the level of collaboration can be measured using scientific and quantitative methods.Based on the basic principles of collaborative governance,this project aims to establish an analytical model for measuring the degree of collaborative governance among rural multiple entities.Based on this,it aims to explore the current situation of collaborative governance in W Village in Yangling District and the problems that need to be improved,and then explore strategies to improve the collaborative governance of W Village’s multiple entities.Firstly,by explaining the basic theories of multiple subjects and synergy,drawing on the theories of collaborative governance,multi center governance,and stakeholder theory,the concept and constituent factors of rural multi-agent collaborative governance system were proposed.The rural multi-agent collaborative governance system was defined from the perspectives of governance subjects,objects,and information platforms.Secondly,establish collaboration evaluation indicators centered on subject participation,object participation,information sharing,mechanism improvement,and environmental improvement.Through the calculation of collaboration,it is found that the governance subject participation of W Village’s multi subject governance is relatively low,the governance mechanism is not smooth,and the information sharing platform is not perfect.Based on this,this article provides relevant countermeasures for the problems existing in W Village,and attempts to provide reference experience for multi agent negotiation and co governance in other villages.Firstly,current research on rural collaborative governance mainly focuses on methods,systems,and system analysis,all of which belong to a relatively macro field and do not involve the construction and evaluation of indicator systems for collaborative degree research using a specific village as an example.Therefore,this paper measures the degree of governance synergy among multiple entities in W Village,in order to explore the degree and current situation of coordinated governance,which has strong feasibility and originality.Secondly,the collaborative management system of multiple stakeholders in W Village is defined as a complex system composed of multiple subsystems,and a multi stakeholder indicator system for W Village has been established to provide an objective and complete measurement and evaluation of the degree of collaboration.Thirdly,construct an empirical model for measuring the level of collaborative governance among multiple entities in W Village,conduct empirical research,and on this basis,study the order and synergy of various subsystems of W Village’s participation in collaborative governance,in order to intuitively reflect the problems existing in W Village,and extract and summarize strategies to improve the low level of collaborative governance in W Village.In a certain sense,Provide effective solutions for the difficulties faced by W Village,and also provide reference for studying other cases.
