Study On Collaborative Governance Of Rural Habitat In Y Town Wenzhou City

Improving the livable environment in rural areas is a key task in realising the modernisation of agriculture and rural areas.In the new stage of the comprehensive promotion of the rural revitalization strategy,the management of the rural habitat environment has also risen to become an important national strategic objective.Under the correct guidance of the Party Central Committee and in accordance with the policy requirements such as the Central Document No.1,all governments at all levels have been working together to carry out extensive improvement of the rural habitat environment,which has led to visible improvements in the rural habitat environment.However,due to the wide scope of rural habitat management work,the uneven development of various regions,and people’s increasing pursuit of a better life,which also puts forward higher requirements for rural habitat management,there is still much potential for rural habitat management work.Therefore,we should take the opportunity of the country’s vigorous development of rural ecological economy to timely identify the shortcomings of the rural habitat environment and rectify them,so that the rural habitat environment can be further improved.Based on the theory of collaborative governance and the theory of polycentric governance,this paper takes the town of Y as an example.Using the literature search method and the interview method,through the collection of domestic and international literature studies and field visits,it conducts a long-term systematic study on the practices and the practices of collaborative governance of rural habitat environment in Y town.Through the analysis of the existing problems,it is possible to understand the effective measures taken and the shortcomings in the collaborative management of the rural habitat environment in Y Town,and further analyse the causes of the problems,so as to propose countermeasures to improve the collaborative management of the rural habitat environment in Y Town,thereby promoting the smooth promotion of the collaborative management of the rural habitat environment in Y Town.Through practical research,although Iwtou Town has achieved certain results in rural habitat environment management,improving the rural habitat environment,raising the level of infrastructure construction and enhancing the appearance of farming villages,there are still problems in the collaborative management of rural habitat environment,mainly including the lack of unified action of each governance body,inconsistent collaborative goals,insufficient investment in collaborative management resources and poor sustainability of collaborative management.The main reasons for the problems are that the mechanism of collaborative governance is not sound,the awareness of collaborative governance subjects is weak,the guarantee of funds for multi-governance is not in place,and the supervision and management of collaborative governance is not perfect.Through the analysis of the problems and causes in the governance of the rural habitat environment in Y Town,countermeasures and suggestions are put forward for the collaborative governance of the rural habitat environment in Y Town.The main measures include establishing a sound institutional mechanism,improving the governance system,innovating financing channels and strengthening supervision and management.Through this case study,we hope to provide some reference for rural areas to promote rural ecological and economic development through environmental management.
