Study On The Optimization Countermeasures Of Neighborhood Committee’s Participation In Community Governance

With the economic and social development of our country and the deepening of the system reform,the community neighborhood committee,as the basic unit of social governance at the grass-roots level in our country,plays a very prominent role in community governance.Therefore,it is necessary to carry out in-depth research on the participation of neighborhood committees in community governance.However,as far as the current academic research is concerned,the research on neighborhood committees’ participation in community governance is still relatively limited.Some research results are mostly mixed in the discussion of general community governance topics,and the results of specific research are relatively rare.Therefore,on the basis of a systematic review of relevant literature at home and abroad,this study,taking 12 community neighborhood committees in Jiangyin High tech Zone,Jiangsu Province as an example,investigated the current situation of neighborhood committees’ participation in community governance through questionnaires,interviews,information data queries on official account and other data collection methods,and specifically carried out a more in-depth discussion on the issue of neighborhood committees’ participation in community governance.The study found that the neighborhood committee has made many positive achievements in participating in community governance,mainly including fulfilling the basic responsibility of community autonomy;Undertake the community governance tasks entrusted by the government;Broadly carry out community public service activities;Effectively coordinate and resolve various community conflicts;Actively coordinate the relationship between community governance subjects;Actively expand the ways and means of community governance,but there are still the following main problems: the autonomy function is obviously insufficient;The community governance resources held by the neighborhood committee are not rich enough;The degree of specialization of community governance is low;The ability to mobilize urban residents to participate in community governance is insufficient;The actions of social organizations and units stationed in the district have not been effectively linked.The reasons for these problems are: the chronic disease of "administrating" of neighborhood committees has not been eradicated;The ability to integrate resources is not strong;Lack of ability to scientifically assess residents’ participation needs;Lack of professional talents and unreasonable structure;There are few effective means to activate social organizations and units stationed in the district.The countermeasures and suggestions to improve the neighborhood committee’s participation in community governance are as follows: First,straighten out the relationship between the government and the neighborhood committee,and earnestly fulfill the autonomous role of the neighborhood committee;Second,strengthen the ability to integrate resources and enhance the degree of specialization of community governance;The third is to mobilize the active participation of residents and effectively link the actions of social organizations and units stationed in the district;Fourth,strengthen the construction of talent team and improve the ability of intelligent governance;Fifth,accurately assess the needs of residents and effectively improve the effectiveness of community governance.
