The community is the home for the people to live and work in peace and contentment,and the "last mile" for implementing the Party and government’s policies.In recent years,J Province has conscientiously implemented and implemented the decision-making and deployment of the Party Central Committee on strengthening community governance,focusing on improving the governance system,improving the operation of the mechanism,and improving service capabilities.The feeling is significantly improved.However,compared with the new requirements for the modernization of governance capacity,there is still a certain gap in community governance capacity and governance level in J province.There are still some urgent problems to be solved in the construction of urban communities,such as the excessive administrative burden on the community and the difficulty of truly reflecting community autonomy.In response to these problems,the Ministry of Civil Affairs issued work opinions on reducing the burden on the grass-roots level,and carried out a pilot reform attempt to reduce the burden on the community.Cadres are overwhelmed,community work gradually deviates from the scope of autonomy,and residents react strongly.Based on the author’s work experience and observations,and supported by governance theory and new public service theory,this paper classifies and summarizes basic data such as community work task details and community staffing.There is too much administrative work in the community,and the community is still acting as a grass-roots department of the government,which deviates from the definition of an autonomous organization and makes it difficult for the community to perform its functions of self-governance.This paper analyzes the reasons for this phenomenon,and expounds the adverse effects of the heavy community burden on community management,community service efficiency,and community development.The author believes that the peculiar phenomenon of heavy community burden has brought considerable challenges to the current grassroots community governance.This issue deserves in-depth and comprehensive research.On this basis,this paper finally proposes a clear community function positioning,detailed Improve the scope of work of the community work access system;mobilize the enthusiasm of all parties in the community,encourage them to participate in community governance,and help community development;strengthen the integration of internal and external resources,implement information sharing mechanisms,and promote the construction of information platforms;strengthen Suggestions and countermeasures for the professional level construction of community teams,accurately attracting talents,and accurately promoting talents,in order to resolve the problem of "difficulty in reducing the burden" in the community and help the community governance in District C.
