| Before the unified registration of real estate came into effect,the administrative function of real estate registration showed the phenomenon of "multi-headed management",and there were numerous public opinion incidents of "difficulties in getting a license".Around2016,unified registration authorities were established across the country to integrate real estate registration functions into one.The solutions of the problems left over by the history are difficult to find in the Provisional Regulations on the Registration of Real Estate and the Regulations for the Provisional Regulations.Housing property rights are one of the most common real estate rights,the property rights of real estate determines the vital interests of the masses,and is an important proof of rights for many people’s marriage,children’s education and even capital financing,and the inability to apply for real estate titles not only concerns people’s livelihood,but also affects local land revenue.Illegal and irregular construction,disputes over ownership,loss of development subjects,and unclear chains of transfer of rights can all result in difficulties in registration,and over time they become legacy housing property rights issues.The historical legacy of urban residents’ housing property rights in each area has a wide range of common features,the total number of large,complex situation,to solve these real estate registration "obstruction" problem,in order to promote the steady progress of the registration system reform.Real estate registration as an approval system is also an important breakthrough in the construction of service-oriented government around the world,and government process re-engineering with public demand as the starting point,process reorganization as a means to service chain as a link,can reduce administrative costs,improve administrative efficiency and public satisfaction.Combined with the analysis of data in J city,it is found that the historical legacy of urban residents’ housing property rights in J city has the problems of wide regional distribution,long span of years,various types of community nature and complex causes of problems to be solved.In the face of such a dilemma,city J has adopted a series of solutions in the process of solving the problem,trying to find a way to break the "blockage" in registration.The paper will analyze the approach taken by City J from two aspects: registration process reengineering and registration services from the perspective of new public services.It is found that City J changed the original registration procedures to form a leading group in order to minimize administrative costs and to change the situation of being subject to the process,insisting on public orientation and strengthening process feedback.As a government agency,solving the historical legacy problem needs the enhancement of public services.This paper summarizes the dilemma in the implementation process and the inspiration that can be obtained,hoping to provide reference for the solution of the historical legacy of real estate registration around the country. |
