A Study On The Implementation Of The Agricultural Housing Improvement Policy In Sheyang County

Since the 18 th National Congress of the Communist Party of China,the CPC Central Committee has adhered to the people-centered principle and attached great importance to the topic of people’s livelihood,aiming at improving people’s housing conditions and living environment and ensuring people’s basic housing requirements.At present,China’s rural population still accounts for a large share.Because houses in rural areas have been built for a long time,the construction cost is relatively low,the construction technology is too backward,and there are different problems in houses due to disrepair,which not only affects the daily life of residents,but also threatens the safety of people’s lives and property.After the reform and opening up,China’s cities are mainly developing modern economic construction,while the rural economy is mainly small-scale peasant economy,which gradually widens the distance between the two,and there is also a big gap in their housing environment,so the housing security problem needs to be solved urgently.In 2008,the CPC Central Committee and the State Council gradually introduced a special policy for the renovation of dilapidated houses in rural areas,focusing on solving the housing problem of rural poor groups.In the new era,the improvement of rural houses is also facing new situations and new requirements.The rural housing renovation is also facing new situations and new requirements.At this critical time point,it is particularly important to clarify the problems existing in the implementation of the current rural housing reconstruction policy and the direction of the next policy implementation.Therefore,based on the study of domestic and foreign housing security policies and rural housing reform policy research results,through the field research and data analysis of Sheyang County,Focus and authoritative resources from the environment of policy implementation,policy finance,target groups,four aspects such as policy execution subject of Sheyang county ten years to study rural housing reform policy implementation,evaluate the Sheyang county rural housing reform policy implementation process,and improve the efficiency of Sheyang county rural housing reform policy implementation of policy recommendations,In order to provide useful suggestions for the implementation of rural housing reform policies and the improvement of rural housing security system in other cities of China.Through the collection,reading and research of relevant literature on public policy implementation theory and rural housing improvement at home and abroad,review the existing research results of domestic and foreign scholars.Through a comprehensive analysis of the relevant concepts of rural housing improvement,this thesis expounds the theoretical basis of housing security theory,new public service theory and other related theories.Deeply study the basic situation of rural development in Sheyang County,the content and effectiveness of rural housing improvement policies,refine and summarize the problems existing in the implementation of rural housing improvement policies,such as imperfect policy systems,inadequate policy implementation,uncooperative policy target groups,and weak policy implementation environment,analyze the causes of problems in the implementation of policies,explore solutions based on the actual situation,summarize and improve the policy system,widely publicize the benefits of rural housing improvement Solutions and measures such as improving the quality of policy executors and cooperating with the society will provide reasonable suggestions for the effective implementation of rural housing improvement policies in Sheyang County and Jiangsu Province.
