Research On The Difficulties And Solutions Of The Implementation Of Housing Security Policy For Privileged Groups In Binzhou City

Ensuring the legitimate rights and interests of entitled groups is of great significance to consolidating national defense and affirming the contributions of servicemen.The housing security of ex-servicemen is an important part of the protection of military rights and interests.As an important part of the group of ex-servicemen,the implementation effect of the housing security policy is not only related to the housing quality of the ex-servicemen,but also related to whether the active servicemen can serve at ease.The housing security for entitled groups should meet the reasonable needs of our ex-servicemen with higher quality,which is also an important part of improving the welfare treatment of ex-servicemen.In2008,the government issued a number of policies to improve the housing conditions of entitled groups,and the policy exploration has undergone a series of changes.However,after more than ten years of development,the improvement effect of relevant policies on the housing conditions of entitled groups is not significant.In recent years,with the establishment of the Veterans Affairs Bureau,housing security for privileged groups has gradually become a hot social issue.Therefore,it is worth studying to find the deviation in the implementation process of the housing security policy for entitled groups and optimize the implementation path of the housing security policy for entitled groups.Through reviewing domestic and foreign literature,this paper carries out the following research on the implementation subject,object and resources of preferential treatment policy:First of all,the status quo and demand of housing for entitled groups are the basis for the formulation of housing security policies for entitled groups,as well as the important performance of testing the implementation effect of housing security policies,and the premise of studying the implementation of housing security policies for entitled groups.Therefore,this paper makes a quantitative analysis of the housing status and needs of entitled groups by using questionnaire method,and makes a descriptive analysis of the housing security policy status and policy implementation status of entitled groups by using literature method.Secondly,under the guidance of social security theory,this paper demonstrates the difficulties and causes in the process of policy implementation from three aspects: the subject,object and resources of policy implementation.Finally,guided by the theory of public management,this paper tries to find a way to solve the dilemma of the implementation of housing security policy for entitled groups from the perspectives of policy implementation subject,object and resources at the government level.
