Research On The Function Of Township Government In Rural Tourism Development

According to the report of the Party’s 20th National Congress,if we want to comprehensively promote rural revitalization,we should give priority to agricultural and rural development,consolidate and expand the achievements made in poverty alleviation,accelerate efforts to build China into an agricultural powerhouse,and continue to steadily increase the incomes of people lifted out of poverty.In practice,it is an important way to implement the strategy of rural revitalization,promote the development of rural industries and increase farmers’ income by integrating resources and vigorously developing rural tourism.More and more villages with rich tourism resources take rural tourism industry as a pioneer industry or even a support industry for their own development.The town government plays an important role in the development of rural tourism,either the "invisible hand" of the market,or local government support.Especially because the rural tourism industry supervision,tourism talent team and public service facilities problems arise,the government needs to strengthen the guidance and support of the industry.But in the development of rural tourism,a few local governments have problems such as absence,dislocation and offside,resulting in the waste of tourism resources and in poor industrial development results.Therefore,it is necessary to analyze the current problems and causes of the town government in the development of rural tourism,and then propose systematic and scientific countermeasures to better optimize the function of the township government in the development of rural tourism.This paper takes L town of W County as a case,and follows the research approach of "collecting information → pose questions → analysis causes →solve countermeasures",using research methods such as literature analysis,case study and questionnaire survey.Firstly,detailed and summarized the town in the development of rural tourism specific practices,achieved results.Secondly,on the basis of field research and comprehensive combing out,the matters existing in the function of L town government in the process of promoting rural tourism development are found,for example,the defects of development planning,the relative lag of service concept,the government’s financial support of all expenditures,and the insufficient overall shaping efforts,etc.Then,we analyze the causes of the problems.Finally,from the four perspectives of improving the management system,establishing professional teams,clarifying the functions and positioning,and innovating publicity and promotion,we put forward reasonable countermeasures and suggestions to optimize the functions of township governments in the development of rural tourism in L township,and also provide a basis for other regions to promote regional development by tourism industry.
