Research On The Optimization Of Township Government Functions In The Tourism Development Of Xijiang Qianhu Miao Villag

The report of the 19th National Congress of the Communist Party of China put forward the strategy of rural revitalization,and raised the development of agriculture and rural areas to the height of national strategy for decision-making and deployment.As an important measure to achieve rural revitalization,rural tourism is a powerful tool for consolidating and expanding the achievements of poverty alleviation and the effective connection of rural revitalization.It is very important for promoting the integration of primary,secondary and tertiary industries in rural areas,optimizing the urban-rural system and spatial layout,and promoting the employment and income of farmers.Significance.However,as far as the development status of rural tourism is concerned,rural tourism in most parts of our country is still in its infancy.In the pattern of multiple participation in the development of rural tourism,how can the grass-roots government actively transform its functions in the context of rural revitalization and give better play to it? Government functions and promoting the rapid and healthy development of rural tourism are practical and theoretical topics worthy of study.Taking the opportunity of the Tourism Industry Development Conference,Xijiang Town,Qiandongnan Miao and Dong Autonomous Prefecture has developed Xijiang Qianhu Miao Village,a tourism product with Miao characteristics.The development of rural tourism is of great significance for improving the local rural living environment,providing leisure and entertainment places for tourists,driving farmers to become rich,and promoting rural development.This paper selects the government functions of the township government in the tourism development process of the Xijiang Qianhu Miao Village Scenic Spot as the research object and uses the literature research method,case study method and questionnaire research method to conduct research.The related concepts of township government functions in village tourism are expounded.On the basis of market failure theory and sustainable development theory,it is believed that township governments mainly undertake four functions of overall planning and coordination,cultural guidance,service guarantee and supervision and management in the process of rural tourism development.This paper summarizes and refines the Xijiang Town Government’s practice of performing its duties in the above-mentioned five aspects since the development of Xijiang Qianhu Miao Village tourism,analyzes the problems existing in the functions of Xijiang Town Government in the development of Xijiang Qianhu Miao Village tourism,and analyzes the existing problems.The reason is to learn from good practices at home and abroad in a targeted manner,and at the same time,based on the questionnaire survey,put forward the optimization measures for the Xijiang Town Government to perform its duties in the tourism development of Xijiang Qianhu Miao Village: First,highlight the overall planning function and scientifically formulate development plans The second is to highlight the function of cultural leadership,shape the brand and gather talents;the third is to highlight the function of service guarantee and improve service capabilities;the fourth is to highlight the function of supervision and management,and improve the rural tourism supervision mechanism.
