The Research About The Implementation Of Liancun Lianhu Policy In Gansu Province

Many researchs and policy practise show that policy execution has a great influence on the policy effects. Because there are a lot of problems in the implementation process of policy. Systematically analyse the process of policy implementation is very important and valuable. Also it is a effective way to resarch the policy effects, policy implementation is closed related to policy effect. The reason why policy effect is not well is because the problems in the process of policy implementation.Ours reaserch is based on the process pespective, according to the implementation models and theories of policy, we analyse the ideal policy, the implementation agence and the interactive between the implementation agence and argets group in the execution process of Liancun Lianhu Policy in Gansu province. Also, we can discover, the process of policy implementation is very intricate. The analyse result shows that the Liancun Lianhu Policy has received some resultst, the situation of rural has been improved, but there are some problems in the implementation process of policy, the policy agence face difficulties, the policy resource is shortage, the enterprices are lack of identity about the policy, the institution of policy is not perfect, and the interactive between the implementation agences and argets group is lacking. These problems and defects lead to the execution process of policy is not smooth and influence the results of policy.
