| The 20 th National Congress of the Communist Party of China made a series of new strategic arrangements.The petition work keeps the Party and the government in close contact with the people,reflecting the unique "Chinese wisdom".The state has always attached great importance to petition work.As an important part of the Party’s mass work,petition work is an important work to understand the people’s feelings,gather their wisdom,safeguard their interests and rally the people.Grassroots social governance is the basic link and field of national governance,and petition work is an important part of governance capacity,petition work has achieved new development and played an important role.It is the basic premise of realizing social security and stability.It is essential for consolidating to work together for the "Chinese Dream" of national rejuvenation.This paper focuses on "letters and visits promote grassroots social governance" and mainly analyzes and discusses it from four parts.The first part is the theoretical research part,which defines the related concepts of petition work and grass-roots social governance respectively,summarizes the theory studied in this paper,and discusses the theoretical implication of petition work in promoting grass-roots social governance from the perspective of decision-making,social security and governance.The second part analyzes the current situation of letters and visits promoting grass-roots social governance.Firstly,it analyzes the main methods of letters and visits promoting grass-roots social governance,such as strengthening source governance,changing passive visits into active visits,practicing the mass line,changing mass petitions into cadres’ next visits,adhering to the "closed loop of first inquiry" and changing mass follow-up visits into follow-up visits.On this basis,this paper explores the main effects of letters and visits in promoting grassroots social governance,promoting the refinement of grassroots social governance,skillfully solving the troubles of grassroots people,and improving the new efficiency of grassroots social governance.In the third part,firstly,it expounds the problems existing in the promotion of grass-roots social governance by letters and visits: the traditional work mode of letters and visits,the low efficiency of letters and visits,the lack of legalization of letters and visits,and the weak strength of the letters and visits team.Secondly,it analyzes the reasons behind it: the lack of innovation of the "N+letters and visits" work mode,the lack of joint efforts of coordination and linkage mechanisms among units,the insufficient use of legal thinking and methods,and the poor professional ability of letters and visits staff.The fourth part puts forward effective ways to better promote grass-roots social governance by work mode,constructing large letters and visits work pattern,deepening the legalization of letters and visits,and strengthening the ranks of cadres in letters and visits work to improve the level of grass-roots social governance and boost the high-quality development of grass-roots social governance. |
