Research On The Ways To Improve The Effective Governance Of Petition Work

As a "Chinese plan" to understand people’s sentiments,concentrate people’s wisdom,safeguard people’s interests,and unite people’s hearts,petitions have become an important basis for advancing the modernization of the country’s governance system and governance capacity.The petition work has played an important role in listening to the voices of the masses,safeguarding the interests of the masses,and intensifying the relationship between the party,the masses,the cadres and the masses.The Fifth Plenary of the 19 th Central Committee of the Communist Party of China put "improving the petitioning system" into "coordinating development and security,and building a higher-level safe China" to make arrangements.The Sixth Plenary Meeting of the 19 th Central Committee of the Communist Party of China will "uphold and develop the ’Fengqiao Experience’ in the new era,adhere to systematic governance,governance according to law,comprehensive governance,and source governance,improve the petition system,and improve the comprehensive mechanism for multiple prevention,mediation and resolution of social conflicts and disputes." The major decision to join the party fully demonstrates the unique advantages of the petition system in improving the social governance system and promoting the modernization of the national governance system and governance capacity.The development of the petition system has continued to help the people with evidence-based petitions and legitimate rights protection.However,with the diversification of social conflicts and the enhancement of citizens’ democratic awareness,petition issues have gradually become more complicated.More and more petition problems such as petitioning,petitioning,repeated visits,skip-level visits,and the resolution of accumulated cases have gradually emerged,and exploring how to improve the governance efficiency of petitioning work has also become an important issue to be solved urgently.This paper sorts out the letter and visit policy texts of the State Bureau of Letters and Calls and the local Bureau of Letters and Calls,re-encodes the content of the policy documents by applying Nvivo software,compares and revises Christensen’s governance model and the governance efficiency model obtained by coding,and constructs Develop a governance effectiveness model in line with China’s petition work.Through research,it is found that the governance capacity and governance legitimacy of petition work in my country are the key elements that affect the grass-roots governance of petition work in China.Governance efficiency plays a moderating role,and the sense of mass identity and mass gain in governance legitimacy is the premise for maintaining the stability and continuity of petition work.Governance tools improve governance capacity and governance legitimacy through platform construction and application of innovative methods,thereby affecting governance efficiency.On the basis of this model,the FsQCA software is used to conduct a qualitative comparative analysis of 30 typical cases of local petition work,and to find out the configuration that affects the governance efficiency of petition work.Combining the analysis results and comparing the cases,in-depth exploration of the innovative paths of petition work,classifying and processing five innovative practice paths,summarizing two approaches to improve the governance efficiency of petition work,the active resolution type and the active response type,and returning to the case to discuss the two schemes in depth How to influence the improvement of the governance efficiency of the petition work,focusing on the three dimensions of governance capacity,governance legitimacy,and governance tools,put forward policy inspiration for the reform of petition work in my country.
