A Research On Formalism Of Grassroots Government Under The Background Of Rural Revitalization

In this reform aimed at improving the situation of traditional grassroots governance and improving the efficiency of grassroots governance,formalism has emerged from time to time,increasing and decreasing,and even in some places,formalism is more serious,and it has become a major obstacle to the modernization of rural governance.How to eliminate these formalisms has become a topic of concern to the entire society.This article aims to explore the solution to the formalism problem of L town grassroots government in the context of rural revitalization strategy through the logical thinking of concept definition,current situation analysis,cause perspective,path exploration,and era inspiration.Firstly,it clarifies the basic definitions of formalism and grassroots government,and expounds governance theory,responsible government theory,and bureaucratic theory.Then,through questionnaire and interview methods,this article analyzes the formalism of grassroots governments in the context of rural revitalization,taking L Town as the research object,and finds that there are formalism issues such as emphasizing procedural processes,neglecting goal orientation,emphasizing image engineering,neglecting responsibility,emphasizing shortterm achievements,and neglecting long-term planning.At the same time,this article explores the practical disadvantages of grassroots government formalism and its causes,which are attributed to the selective implementation of policies under the bureaucratic system,the lack of mechanism construction,and the decay of the concept of political achievements.Finally,from three aspects: overcoming institutional defects,improving institutional safeguards,and strengthening ideological power,this paper proposes solutions to govern grassroots government formalism in order to achieve the goal of rural revitalization.
