Study On Government Function In The Rural Collective Economic Development Of Pingyang County

In this paper,Pingyang county,Wenzhou city,Zhejiang province is selected as the research object.Pingyang county is a typical small town on the southeast coast.It is the first area in Wenzhou to complete the task of eliminating the weak economy village,which is assigned by the provincial government.However,compared with the average level of Wenzhou,the percentage of the permanent population and the output of farming,forestry,animal husbandry and fishery in Pingyang county is relatively high,and the rural collective economic income is anemic which is based on the subsidy income.As an important part of the whole rural economy and socialist market economy,rural collective economy plays an irreplaceable role in the development of the whole rural social economy.In recent years,under the promotion of the official,China’s rural collective economy has developed rapidly,showed a trend of rapidly growth in economy and continually increase in farmers’ income.But objectively,in the rural collective economic development,for reasons that include ideology,system mechanism,administrative efficiency,there are inevitably many problems in the governmental functions.By elaborating the development of the rural collective economy of Pingyang county,and the exertion of the government functions in it,this paper analyzes the problems and reasons by exercising the governmental functions in Pingyang county rural collective economy development the exercise of the existing,and puts forward the policy to optimize the functions of the government in the development of the rural collective economy of Pingyang county.It can provides the experience of performing the governmental functions in the development of the rural collective economy,which could be learned and copied by other parts of our country,especially in the southeast coastal areas.Due to the deviation in notion,imperfection of system,low administrative efficiency,the paper considers that there are many problems the development of the rural collective economy of Pingyang county,such as imperfection of supporting policy,shortage of production factors supply,wake base of county,the lack of characteristic resource integration and promotion.Finally,the paper proposes the suggestions in various countermeasures such as strengthening concept lead guide,perfecting the mechanism system,promoting the construction of a service-oriented government,strengthening the supply of factors of production,strengthening basic construction,which is aimed at optimizing the governmental function in the development of the rural collective economy of Pingyang county.
