Research On The Improvement Of Digital Governance Capacity Of Y County Government In Yunnan Province

Digital governance has become an important driving force for national governance modernization and social harmony and progress.Put forward the fourth plenary session of the party’s 19 "government responsibility,nongovernmental support and public participation",the requirement that the government bear the main responsibility in the digital governance,the government’s digital governance capability directly affects the level of policy and service quality,and digital governance related digital technology with the government for public participation in governance offers a chance for a richer and more diverse channels,By making the governance paradigm of the digital era more distinct,citizens can participate in the governance process more effectively,and further realize the transformation from passive response to active call,so as to promote the improvement of the digital governance ability of the government,support the scientific decision-making of the government,and facilitate the government service.By means of quantitative research,this paper takes Y County in Yunnan province as the research object,constructs a research model of the relationship between Y county government’s digital governance ability and public participation satisfaction,and analyzes the factors of improving Y county government’s digital governance ability by combining relevant theoretical basic knowledge and interview survey results.Through the public participation in the process of governance satisfaction feedback to explore the shortcomings of the digital governance ability of Y county government,according to the shortcomings of the proposed solutions.Current Y county government information integration in the process of digital management and scientific decision-making ability,good communication and coordination ability,social mobilization ability,supervision and accountability ability and technology innovation ability is insufficient,in order to promote the ability of these five levels,Y county government from the public to participate in the digital management and government’s ability of digital governance can be obtained in the correlation analysis and regression analysis of five suggested countermeasures,The first is to attach importance to the public’s demand for high-quality data and information services;The second is to strengthen the construction of political and civilian interaction response mechanism;Third,we should foster a rational and inclusive environment of pluralistic democratic co-governance and break the stranglehold of privileges.The fourth is to improve the institutional guarantee system of public participation;The fifth is the rational innovation design government affairs application platform,training professional talents.
