| Educational equity has always been the main theme of China’s educational development.Since the 18 th CPC National Congress,China has achieved remarkable results in the exploration of promoting educational equity.The 19 th CPC National Congress officially proposed to develop fair and quality education.As the foundation of education,compulsory education is the cornerstone of the whole educational process.From the beginning of the "nine year compulsory education" work to the full realization of the "two basic" goals,from "deepening education reform and comprehensively promoting quality education" to "balanced development and quality improvement of compulsory education",China has constantly written a chapter of history on the road of building a powerful country in human resources.As96.8% of the counties in China have achieved the basic balance of compulsory education,at this stage,China has started the establishment of high-quality balance of county compulsory education.High quality has become a new goal of the development of compulsory education:from the expansion of quantity to the improvement of quality,from extension to connotation,from unified standard to characteristic development,from assessment to people-oriented.Based on the national background of promoting the high-quality and balanced development of compulsory education,this paper selects the key and difficult area of the national compulsory education development-County in underdeveloped ethnic areas-S County in the West as the case study object.Through field visit and investigation,and comprehensive use of questionnaire and interview methods,this paper concludes that the difficulties of the high-quality and balanced development of compulsory education in s county are as follows: the allocation of resources needs to be further optimized,there are weak links in government guarantee The overall quality of school running is poor,the utilization rate of information technology education is low,and parents’ recognition of high quality is not high.Thirdly,according to the relevant theories of public management,this paper makes a detailed analysis of the dilemma,and obtains the internal factors restricting the high-quality and balanced development of compulsory education in s county from the three dimensions of "government,school and society" : from the government level,there are defects in the government’s decision-making guidance,deviations in the allocation of resources,and excessive dependence on the central financial guarantee;From the school level,the school management mode is rigid,there is a lack of high-quality teachers,and the level of educational information construction lags behind;From the social level,the social environment is closed and complex,and there is a lack of multi subject co governance.Finally,on the basis of the analysis of the dilemma,we should refer to the advanced experience and seriously consider the solutions,so as to further put forward specific countermeasures and suggestions,that is,first,improve the government’s governance ability and promote the optimization of educational functions from the three aspects of scientific decision-making,administrative supervision and fund guarantee;Second,improve the level of educational governance,focusing on the improvement of teaching quality from three aspects: school education and teaching management,teacher team construction and educational informatization level;Third,promote regional endogenous development,and build a good education ecology from two aspects: seizing the opportunity of rural revitalization,vigorously developing the local economy and establishing a multi-agent collaborative governance mechanism.The above countermeasures and suggestions provide intellectual support and reference for underdeveloped ethnic areas with similar background to s county. |
