Compulsory education is regarded as an important strategic measure to improve the cultural quality of the whole people.The balanced development of compulsory education is an important goal to realize the equity of education and a necessary condition to realize the Chinese-style modernization.H City’s economic development level is in the backward position in Guangdong Province.Although H city has made certain achievements in the field of compulsory education in recent years,the contradiction between the unbalanced development of compulsory education and the people’s growing demand for quality and balance is also prominent.With the deepening of the process of "urbanization",exploring the transformation of compulsory education in H City from basic balance to quality balance by combining the opening of "three-children" and "double-reduction" policies is of great importance for adhering to the people-oriented approach,promoting the all-round development of people,promoting educational equity and building a harmonious socialist society.Based on the review of relevant domestic and foreign literature,this paper analyzes the existing problems of compulsory education in H City and the underlying reasons from the perspective of the state of compulsory education in the city and all counties(districts).By examining the practical experience of compulsory education at home and abroad,combined with the theory of social equity,the theory of equalization of public services,and the theory of incentive,this paper explores the path of achieving high-quality balanced transformation and its specific realization methods.This paper firstly introduces the basic situation of compulsory education in H City and the achievements achieved in achieving basic balanced development.Based on the reality that quality balance has not been achieved,combined with the questionnaire survey,this paper analyzes the policies of promoting compulsory education in H City in recent years and the economic and educational data such as GDP,per capita disposable income,general public budget education expenditure,the number of teachers and students in school,etc.It is found that the overall level of compulsory education in H City is not high and the internal imbalance is present,and there is a gap between H city and the advanced areas in Guangdong Province.There are the following problems: the overall financial input capacity for education is insufficient,the role of education management is not obvious,the construction of educational personnel needs to be strengthened.Secondly,after in-depth analysis of the above problems,it is found that the deep-rooted reasons affecting the realization of high-quality balanced compulsory education in H City are as follows: first,the social and economic foundation is weak;second,the gap between urban and rural development is growing;third,the policy of balanced compulsory education is insufficient.Thirdly,in view of the main problems existing in the compulsory education in H City,this paper in-depth studies the excellent experience at home and abroad in the three aspects of compulsory education finance,management and talents,and demonstrates and analyzes the feasibility of using various practical experiences for reference.Finally,based on the theoretical basis of this paper,the following suggestions are put forward to realize the quality balance of compulsory education in H City: First,the financial path,reasonable allocation of financial responsibilities at all levels,good management,use,supervision and accountability of financial expenditure,precise input of resources;The second is the management path,which adopts the government-led compound policy model to clarify management responsibilities,accurately control and introduce market-oriented resources;The third is the talent path,in the care,incentive,training,use of practical recruitment,retain people,training people,balanced allocation of educational talents.
