Promoting the high-quality and balanced development of compulsory education is an important link in the development of fairer and higher-quality education in the context of education modernization,and an important way to provide people with satisfactory compulsory education in the new era.At present,there is still a certain imbalance in the quality of compulsory education in China’s counties,which is mainly manifested in the wide gap between urban and rural areas and significant regional differences.The reasons for these problems are inadequate government investment in education and inappropriate resource allocation.The achievement of compulsory education of superior quality and parity at the county echelon constitutes a constitutive element of the same at large.It is not merely a milestone in delivering high-quality and well-adjusted compulsory education that transcends the discrepancy between urban and rural localities,districts,and indeed,the entire nation,but also an indispensible device to holistically uplift the caliber of pedagogy and learning at academic institutions,whilst ensuring that every enrolled student receives exceptional education.This paper takes various districts(cities,counties)of Guiyang City as the research object,adopts literature research methods,quantitative analysis methods and case analysis methods,and uses educational equity theory,public product theory and other theoretical bases to construct an evaluation index system for the high-quality and balanced development level of compulsory education in various districts(counties,cities)of Guiyang City.By comparing and analyzing the high-quality and balanced development level of compulsory education in different regions of Guiyang City,it is found that there is low resource allocation efficiency.The reasons for the problems include: large differences in economic development levels,imperfect teacher training,unclear government management functions,and incomplete local education policies.In response to the existing problems,appropriate countermeasures and suggestions are proposed from three aspects: optimizing the allocation of education resources,improving the quality of education,and strengthening the government guarantee.
