A Study On The Functional Positioning And Realization Of Party Organizations In Urban Grassroots Community Governance Under The Structure-Action Framework

The speed of urbanization has accelerated,and the dual structure of the city has been impacted.The traditional management mechanism model in the rural areas can no longer meet the needs of urbanized community governance in the new situation.Urban and rural communities have become the basic unit of social governance.Urban and rural community governance is about the party.With the implementation of the national policy,the immediate interests of the residents and the rural and urban grassroots are harmonious and stable.The report of the 19 th National Congress of the Communist Party of China proposes that we must build a social governance structure of co-construction,governance and sharing,strengthen the construction of social governance systems,and improve the social governance system of party committee leadership,government responsibility,social coordination,public participation,and the protection of the rule of law.Therefore,it is of great significance to study the functional positioning and realization of duty in urban community governance.First,this article draws on the structured theory proposed by Giddens.Giddens divides structure into resources and rules,and divides actions into active,continuous,and reflective actions.This paper combines Giddens’ s theory of structure and action,combines structure and action,builds a "structure-action" framework,and further explores the internal relationship between structure and action,and builds a twodimensional framework for theoretical analysis of this article,namely Action path at the resource level and action path at the rule level.Under this two-dimensional framework,this paper conducts research on the functional positioning and realization of urban grassroots community party organizations.Secondly,the author combines the actual situation of grass-roots community governance and completes the function positioning of party organizations in grass-roots community governance under the structure of party-led community governance,that is,the resource integration function at the resource level and the rules-led at the rule level.Features.The third and fourth chapters of this article focus on the positioning of these two functions of community party organizations,and explain the path to the realization of party organization functions by combining the three dimensions of actions proposed by Giddens.Finally,the author introduces a case study of the “one core,three governances,and one governance” community governance of Tuqiao community in Ya’an City to conduct an empirical analysis,and explores the positioning and implementation path of the resource integration function and rule-leading function of Tuqiao community party organization in community governance.Combination of analysis and practical experience of grassroots communities.This research not only provides realistic empirical research for structured theory,but also builds a two-dimensional analysis framework that combines structure and action,which enriches the field of community governance,especially the research on the functional positioning and implementation path of community party organizations.It also has important practical reference significance for widely promoting party organizations to lead the community governance model and fully realizing the functions of grassroots community party organizations.
