Empirical Study On "Micro-governance" Of Urban Communities Motivated By Government Projects

Community is the basic unit of social governance.The way and effect of community governance are related to the effectiveness of the modernization of national governance system and governance capacity,and also have an important impact on the construction of social governance community.Community "micro-governance" is a specific form of implementation developed from the practice of community fine governance.It further refines the governance unit and moves it down to the micro-enterprise level in the community,focusing on the micro-enterprise affairs in the community,taking "micro-demand" as the guidance,"micro-organization" as the basis,"micro-platform" as the carrier,"micro-project" as the support,and "micro-fund" as the basis to establish the community "micro-enterprise system",Provide "micro services" for community residents.Community "micro governance" reflects the transformation of social governance mode from macro to micro and from coarse to fine.It works in small and micro enterprises to fill the "vacuum zone" under the traditional governance mode from bottom to top.The article studies the "micro-governance" of urban communities from the perspective of government project-driven,taking the Wuhan Community Benefiting People Project as the entry point,and through the construction of the "structure-process-driven" analysis framework,using the method of case study,carries out field research and analysis on the "micro-governance" practice of the H community in Wuhan.Through research,it is found that in terms of governance structure,H community has established a "two-level and five-level" organizational structure.Based on the central task of "five-zone integration",community party organizations,community neighborhood committees,social organizations,community residents,block merchants,park enterprises,scenic tourists,school district teachers and students and other multiple subjects have cooperated and participated in each other,forming an interactive relationship of "community setting up,residents singing",and constructing the "five-single method" The institutional arrangement of "project mutual evaluation" and "four-step joint evaluation";In terms of the governance process,H Community established "micro organizations",created "micro platforms",provided "micro funds",developed "micro systems",identified "micro demands",and provided "micro services";In terms of driving elements,H Community regards "micro-project" as the core driving element of "micro-governance" of the community,identifies the needs of the masses with "civil civil civil proposal",forms project opinions with "civil civil proposal",determines the project plan with "civil decision",implements the project content with "civil private",monitors the project effect with "civil evaluation",and satisfies the diversified needs of various groups in the community with the way of project supply.In the practice of "micro-governance",H community has formed the governance experience of paying attention to the leading role of party building,deepening the participation of multiple subjects in community affairs through "co-creation",carrying out community "micro-governance" activities relying on the project system,and sinking the governance unit with the help of endogenous community social organizations,giving full play to the low cost and wide application of "micro-governance" governance in urban communities;The governance unit is small,and the formation of collective action is easier;The sense of participation efficacy is strong,which is conducive to absorbing multiple main forces;It is easy to identify the demand,which helps to accurately provide the governance advantages of public services.At this stage,China’s urban community "micro-governance" practice has made some achievements,but it can still focus on increasing financial support and tilting resources;Strengthen top-level design and formulate long-term planning;Optimize the incentive mechanism and improve the accountability mechanism;Apply information technology means to build a professional talent team and optimize it at four levels.
