Research On The Implementation Process Of The "one-shoulder" Policy Of The Party Organization Secretary In Urban Communitie

The village(community)"two committees" and "one shoulder" are not only an important measure for the central government to modernize the national governance system and governance capacity at the village level,but also a powerful measure to strengthen and realize the Party’s overall leadership at the grassroots level.After the implementation of the "one shoulder" policy in rural areas,the construction of grass-roots party organizations has achieved good results.As the mirror level of rural areas,the concrete process of policy implementation in urban communities is an important way to understand the success of the "one shoulder" policy.The analysis of the implementation process of the "one-shoulder" policy is not only conducive to understanding the reasons for the successful implementation of the policy,but also conducive to putting forward targeted countermeasures and suggestions,so as to better implement the "one-shoulder" policy in an all-round way.The pressure mode of policy implementation of quantitative indicators in urban community field is influenced by the interaction of action logic of multiple subjects.As sub-district offices and community cadres with certain discretion,they are prone to deviation in implementation when undertaking various policies.At the same time,the implementation of the "shoulder-to-shoulder" policy has been transformed from "conditional active implementation" to "creating conditions for comprehensive implementation",which also affects the grass-roots government’s interpretation and implementation of the "shoulder-to-shoulder" policy.Based on the policy implementation theory and the policy process theory,this paper builds a multi-behavior logic analysis framework through multiple institutional logic based on the related research of "one shoulder to shoulder" policy implementation.According to the relevance of the main body of policy implementation,the central government,sub-district offices,community cadres and community residents are included in the logical analysis framework,and the national logic,bureaucratic logic,right logic and response logic are sorted out.Specifically,in order to strengthen the Party’s overall leadership at the grassroots level and improve the level of governance at the grassroots level,the central government has fully implemented the "shoulder to shoulder" policy at the local level.The sub-district offices not only bear the target pressure of fully implementing "one shoulder" but also bear the election pressure of fully realizing "one shoulder",so as to try to simplify the implementation process of "one shoulder" policy;As the core of policy implementation,community cadres constantly strengthen their power demands and try to gain organizational recognition as well as public opinion recognition.Community residents,as the actual empowers of the community,showed obvious "indifference" in the early stage of the policy implementation,but the widespread mobilization of the right vote prompted them to participate in the election and ultimately decide the election result.It is found that under the interactive influence of multiple logic,the "one-shoulder" policy implementation has undergone a transformation from organizational authority to specific authority,showing a steady control policy implementation pattern.For each subject in policy implementation,there are different behavior logic based on different interest demands.Under the background of comprehensively upgrading the modernization level of the national governance system and governance capacity,the central government has comprehensively implemented the "shoulder to shoulder" policy across the country and formulated quantitative indicators.Under the principle of "stability",sub-district offices try to complete the task of policy indicators with a "unified" policy implementation path,and reshape the policy implementation path to complete the expected policy objectives when unexpected situations occur.Community cadres try to mobilize community power in the two-way maintenance,to influence and change the way of election for "power" and "profit";The "delay" response strategy of community residents has restrained the administrative power of the community to a certain extent,and then affected the election path.It can be seen that in the process of "shoulder to shoulder" policy implementation in urban communities,the interpretation of policy objectives and "selective" implementation lead to the emergence of policy implementation deviations to a certain extent.Therefore,based on the reality of the full implementation of the "shouldering" policy,this study makes a scientific analysis of the policy implementation process,mainly observes and analyzes the behaviors and characteristics of different subjects in the policy implementation process,and mainly answers the question of "why" rather than "how".
